I was looking at your solicitation for the Replacement of Air Handling Unit and form 1442 states at the top that this project is for "Construction, Alteration, or Repair" so and the limitation on subcontracting data, and would assume that the limitation percentage for construction would be 15%, is this correct?

This is a construction requirement and thus contractors are required to follow the limitation on subcontracting in accordance with the FAR which apply to construction.

The Government does not have the current electrical load for the exisiting units. The government has provided the build specification nameplate model number, type number, and serial number of these units in section 1.01 of the SOW. It is the contractor responsibility to ensure all electrical loads are capable of supporting the new units in accordance with the manufacturers specifications.

Can we get the following building plans: A) Site plans showing overall building dimensions and surrounding parking areas and grades; B) Building elevations or sections showing the roof height above grade and any parapets or other obstructions on the roof; C) Roof plans showing the distances from the exterior wall to the AHU’s; D)Mechanical Roof plans showing the sizes of the existing ductwork and roof curbs; E)Mechanical plans for each floor of the building showing the locations of all VAV boxes and air distribution (This is needed so the Test & Balance Contractor can validate their pricing.); F) Piping plans showing the affected existing piping sizes and configuration; G) Electrical plans showing the power sources and their locations.

Paragraph 3.02.C describes areas where ductwork as well as hot and cold potable water distribution lines are to be replaced without stating what those areas are. Please define the extent of the ductwork and piping to be replaced.

Are we to reuse the existing electrical feeder wiring and breakers or install new electrical components from the AHU back to the source of power? Are we to replace the breakers in the panel or reuse the existing? Neither point is addressed.

It is the contractor responsibility to determine the suitability of the existing components. If the contractor chooses to reuse the existing components, they are accepting full responsibility for the suitability and durability of said component and must ensure the component meets the minimum manufacturer specifications. Any parts that are reused and fail are the contractors responsibility to repair and/or replace at no adidtional cost to the Government during the warranty period.

Under Air Purification System, Paragraph 2.2.F.1 reads “Where so indicated on the plans and/or schedules Plasma Generators shall be supplied and installed.” As no plans or schedules were provided, how are we to determine where and how many Plasma Generators are to be provided and installed?

It is the Governments interpretation of the SOW that the reference to plans in statement in 2.2.F.1 refers to the plans developed by the manufacturer when building the new Air Handler Units. In addition section 2.2.A reads "Air handling equipment, so designated on the plans, details, equipment schedules and/or specifications shall contain a Plasma Generator with Bi-polar Ionization output as described here within." It is the Government interpretation of this statement that this means each air handler will have its own air purification system.

The section titled DOWNTIME indicates that most work will be required to be performed after normal duty hours. Is this requirement driven by the need to minimize the noise associated with the work or the need to maintain airflow? Given the timing of this solicitation and the likely lead time for the AHU’s, this work will probably take place during January 2019. During January, the average temperatures in Jackson are 58 deg for the high and 38 deg for the low. Does this lack of a need for cooling somewhat mitigate the need to perform the work after hours? While this section addresses performing work after hours, it does not address any need to keep the AHU’s operating during business hours. Is there a need to maintain airflow during normal hours?
