DESCRIPTION

The purpose of this amendment, 00005, to Solicitation # 36C10B21Q0439 is to:

1. Incorporate a revised E.9 BASIS FOR AWARD.

1. Except as provided herein, all other terms and conditions of this Solicitation remain unchanged and in full force and effective.

E.9 BASIS FOR AWARD

Any award will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the two following evaluation Factors: Technical, Price, and Past Performance. The Technical Factor is significantly more important than the Price Factor which is significantly more important than Past Performance. To receive consideration for award, a rating of no less than "Acceptable" must be achieved for the Technical Factor. The non-Price Factors combined are significantly more important than the Price Factor. Offerors are cautioned that any resulting award may not necessarily be made to the lowest Price offered or the most highly rated technical proposal. The Government intends to award one contract.

The Government will perform a comparative evaluation (comparing offers to each other) to select the Offeror that is best suited and provides the best value based upon the following evaluation criteria:

1. TECHNICAL: The Government will evaluate Technical based on the Offerors approach to the technical elements identified in the proposal submissions section.

2. PRICE: The Government will evaluate the price by adding the total of all line item prices, including all options. The Total Evaluated Price will be that sum.

3. PAST PERFORMANCE*

*Past Performance: Offeror must have a record of satisfactory or neutral past performance. If no record of past performance is found the quoter will receive a rating of neutral. The Government will utilize internal documentation including Federal Awardee Performance and Integrity Information System (FAPIIS) and Past Performance Information Retrieval System (PPIRS) for determining the Past Performance of quoters. Offerors are not required to submit past performance data.
