The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity – Central (PCAC) is issuing this Request for Quotation (RFQ) to solicit vendors with the purpose of entering into a contract. This procurement is being conducted in accordance with the procedures in Federal Acquisition Regulations (FAR) Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures (SAP). The Government contemplates award of a Firm-Fixed-Price (FFP) contract resulting from this solicitation.
QUOTE FILE STRUCTURE
Quotes shall not exceed 30, single sided, typed, standard 8.5"x11" pages. Type shall be no smaller than size 11 font. All offers must list your DUNS number, CAGE code, and Federal TIN with company name, point of contact, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit https://www.sam.gov. Lack of registration in the SAM database will make an Offeror ineligible for award. Each Offeror shall ensure the Representations and Certifications are updated at www.sam.gov. Offeror must acknowledge all amendments to this solicitation in its quote.
Please return a completed price schedule within this solicitation or a quote that adequately identifies the make and model of the item, unit price, and total for each and all line items identified in the SOW. Failure to provide the make and model of the item, unit price, and total price for each line item may render the quote unacceptable. The unit price shall be rounded to the penny to avoid rounding errors, and non-compliance may also render the quote unacceptable.
Cut sheets/manufacturer specifications for all items quoted shall be included, and these sheets/manufacturer’s specifications shall contain adequate details that the Offeror’s product meet the salient characteristics identified in the SOW. Not providing this information may deem the quote insufficient for the Government to determine technical acceptability, and therefore, the Offeror and their offer are ineligible for award. Please note, the Contracting Officer reserves the right to consider a quote acceptable or unacceptable based on the documents submitted or not submitted with the quote.
If the Offeror is proposing a fabric other than the fabric identified in the SOW for any item, a physical sample shall be sent to Victoria Orloff before the due date and time for quotes. The product samples will go to a different location than your quote. See below for address information.
Failure to comply with the instructions below will also deem the quote unacceptable
· Offerors submitting a quote shall have NAICS Code 337127 – Institutional Furniture Manufacturing and have a current registration in the System for Award Management (SAM): https://www.sam.gov/portal/public/SAM at the time of submission. SAM will be checked to verify the Offeror’s status before any evaluation is conducted.

The procurement will be for new Original Equipment Manufacturer (OEM) healthcare side and task chairs for the VA Long Beach Healthcare Center. The Offeror shall be an OEM authorized dealer or distributor for the items such that OEM warranty and services are provided and maintained by the OEM or that the OEM gives authorization to the vendor to fulfill all warranty, service, and/or preventative maintenance obligations for the equipment on their behalf. See “GREY MARKET” below.

· The Offeror shall include with their quote submission a shop drawing of the intended configuration for each CLIN identified in the SOW.
Any questions regarding the RFQ package must be submitted via email by: SEE BLOCK 8 ON SF 1449. All questions should be sent to Contract Specialist Jackie Wise, Jacquelyn.Wise@va.gov and Contracting Officer Michelle Rhodes, Michelle.Rhodes@va.gov by the due date and time specified. No phone calls will be accepted. All correspondence for this solicitation will be in writing via email. Failure to send questions to both individuals may result in the questions NOT being answered.
GRAY MARKET
Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. No remanufactured or gray market items will be considered or accepted. The offeror shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed chairs verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM.
The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA’s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
EVALUATION OF QUOTES
A Comparative Evaluation (CE) will be performed on quotes received in accordance with FAR 13.106-2(b)(3) Evaluation of Quotations or Offers. Comparative evaluation is the direct comparison of one quotation/offer with another in an equitable manner to determine which quote/offer provides the Government what it needs, where, and when, as identified in the RFQ. It is an assessment of which response is “best” overall. All acceptable quotations/offers will be analyzed and the most advantageous will be selected. The Government reserves the right to select the response/offer that exceeds the minimum requirements but is not absolutely required to do so. Contractors may submit more than one (1) quote. Contractors are strongly encouraged to submit their best technical and price quotes in response to this RFQ. All acceptable quotations/offers will be compared and the offer that is the most advantageous and represents the best value to the Government will be selected for award. However, unlike in FAR Part 15, the Government will NOT consider any departures or alternates from the RFQ and each offer shall address the solicitation requirements.
Please note that comparative evaluation is NOT like the lowest price technically acceptable (LPTA) or the trade-off evaluation process. Unlike LPTA, with comparative evaluation, the Contracting Officer is not limited to only the response that meets the minimum requirements and has the lowest price. The Contracting Officer may select a response/quote that provides an additional benefit(s) to the Government and may not be the lowest price. Price is always a consideration, but unlike LPTA, the Contracting Officer holds discretion to accept a response other than the lowest priced quote. The Government will review the price schedule for completion and accuracy, as well as the reasonableness of the quoted prices. The Government is not required to identify the relative weight of the evaluation factors, hold discussions, or use other FAR Part 15 procedures. Reference FAR 13.106-2(b)(1) and 13.106-2(b)(3) Evaluation of Quotations or Offers.
SUBMISSION OF OFFERS
Please do not wait until the last minute to submit your quote! Late quotes will not be accepted for evaluation. To avoid submission of late quotes, we recommend the transmission of your quote files 24 hours prior to the required due date and time. Please be advised that timeliness is determined by the date and time an Offeror’s quote is received by the Government; not when an Offeror attempted transmission. Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission.
Any quote responses to this RFQ package must be submitted via email by: SEE BLOCK 8 ON SF 1449. All quotes should be sent to Contract Specialist Jackie Wise at Jacquelyn.Wise@va.gov and Contracting Officer Michelle Rhodes at Michelle.Rhodes@va.gov, before the due date and time specified. Failure to send the quote to both individuals may result in the quote NOT being accepted.
Additionally, the finished samples to Victoria Orloff shall also be timely and arrive at the facility on, or before, the RFQ package due date and time. Any quotes, modification, or revision(s) of a quote received after the exact time specified for receipt will be late and will not be considered.
The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs incurred. Amendments to this solicitation will be posted to FedBizOpps (FBO), referencing the solicitation number. Paper copies of the amendments will not be individually distributed. Failure to acknowledge an amendment may result in the offer/quotation regarded as unacceptable. Submitted offers shall be valid for 90 days after the closing date of the RFQ.

E.2 52.252-1 SOLICITATION PROVISIONS INCORPORATED BY REFERENCE (FEB 1998)
This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. E.3 FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS – SAP
COMPARATIVE EVALUATION OF QUOTES
The Government will perform a comparative evaluation of offers in accordance with Federal Acquisition Regulation (FAR) Part 13.106-2(b)(3) – Evaluation of Quotations or Offers. The Government will award a contract to the responsible offeror (see FAR 9.104-1 General Standards) whose offer conforms to the solicitation and is most advantageous to the Government. Considering several factors, the offer shall represent the best overall value to the Government at a price that can be determined reasonable. The Government is not required to identify the relative weight of the evaluation factors, hold discussions, or use other FAR Part 15 procedures. Reference FAR 13.106-2(b)(1) and 13.106-2(b)(3) Evaluation of Quotations or Offers.
Technical evaluations will be based on the information contained in the Statement of Work (SOW) and will include, but not necessarily limited to, the Offeror’s demonstration of its ability to meet the required specifications, technical completeness of RFQ requirements, lead times, and vendor qualifications including familiarity with and history of providing healthcare task and side chairs. Please note, missing or incomplete information shall count against the offeror in determination of award.
To be eligible for award, quotes shall meet the minimum requirements set forth in the RFQ. However, the responses/offers may exceed requirements.
