About this file
This is a Request for Information (RFI) issued by the Louisiana Department of Children and Family Services (DCFS) seeking vendors capable of providing armed security services for DCFS offices throughout the state. The RFI was issued on July 24, 2026, with responses due by August 21, 2026, at 4:00 p.m. CDT. DCFS seeks to gather information regarding vendor capabilities and pricing models to inform potential future solicitation of a formal Request for Proposal. The scope of services requires contractors to provide licensed armed security guards who will enforce security regulations, prevent unauthorized facility access, greet visitors, maintain logs, and respond to incidents and emergencies. Guards must be stationed on-site at DCFS offices and remain alert at all times. Standard work hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, with one armed security guard required per shift, though additional guards may be requested based on facility size and needs. The contract term and any renewal options have not been specified in this RFI phase.
Responders must provide an executive summary with authorized representative contact information, corporate background and experience details, recommended approach and methodology, a list of office locations where armed security services can be provided, minimum wage rates for armed security guards, and a general pricing model overview. Contractors must comply with Louisiana Revised Statutes 37:3270-3298 regarding licensing by the Louisiana State Board of Private Security Examiners and must conduct criminal background checks and drug screenings on all personnel at contractor expense. The contractor assumes responsibility for all equipment issued by DCFS and must reimburse the state at current market rates for any lost, damaged, or stolen equipment. Holiday pay is calculated at 1.5 times the hourly rate, and overtime is permitted only with agency approval at the same 1.5 multiplier for hours exceeding 40 per week. The state explicitly reserves the right to revise the RFI, issue addenda, or cancel the informal process without penalty or commitment to issue a subsequent RFP or contract award.

1.1. Introduction and Purpose
The Louisiana Department of Children and Family Services (DCFS or “Agency”) is issuing this
Request for Information (RFI) to identify vendors that can provide Armed Security services for all DCFS offices throughout the State of Louisiana. DCFS seeks to gather information from interested vendors regarding capabilities and pricing models. This RFI is exploratory and non-binding. DCFS encourages all capable parties to respond.
1.2. Background
DCFS stands as a pillar of support for the state’s most vulnerable populations. With a deep-rooted commitment to child welfare, family empowerment, and community resilience, DCFS works to ensure that every Louisianian served by our agency is treated with dignity, compassion, and respect. DCFS’s mission is to protect children, empower families, and strengthen communities so every child grows up safe, stable, and strong.
DCFS is comprised of the Division of Child Welfare (CW), the Division of Family Support (FS), and the Office of Management and Finance (OMF). Under the general supervision of the
Secretary, these principal offices perform the primary functions and duties assigned to
DCFS.
CW is responsible for safeguarding children through the investigation of abuse and neglect, managing foster care placements, and facilitating adoption services. Guided by executive leadership, it works closely with local partners and judicial systems to ensure child safety, permanency, and well-being.
FS administers key public assistance programs including Child Support Enforcement (CSE), Temporary Assistance for Needy Families (TANF), and other services for individuals. Its core function is to help families achieve economic stability and access essential resources that support long-term self-sufficiency.
OMF oversees financial and procurement operations, human resources, technology and systems management, policy and rulemaking, and strategic planning. It ensures that all programs are adequately resourced, compliant with state and federal regulations, and aligned with the department’s broader goals.
