Item Question Response
1 Is this opportunity still for an 8a AND SDVOSB? Yes it is open to both 8a AND SDVOSB businesses.
2 What is the manufacturer for the GFE provided items? There is no GFE associated with this procurement.
Would the FAA Allow bidders to offer VSAT Technologies other than “TDMA”? (Ref. Attach. J-2, Section 1)?
Yes, as long as multiple remote VSAT terminals can concurrently share the same satellite bandwidth.
Does the FAA allow for the AES256 Encryption IP Payload before transmission through the satellite transceiver (modem)?
The requirement is for the satellite transceiver to encrypt the IP payload utilizing AES256 encryption algorithm.
In accordance with FAR 52.212-1, (e), will the Government accept multiple offers for the governments evaluation?
Only one offer from each Offerror will be accepted.
Where the remotes are located in Alaska? Still TBD. FAA expects the bidder to provide a coverage map as part of the response.
Can we implement this encryption on routers instead? We can support AES- 256 over Sentinel SSL-VPN tunnels, with one of the routers placed at the teleport (or the client's HQ.); would this be an acceptable encryption solution for this project or does the encryption must be implemented on the VSAT platform itself?
Encryption must be implemented on the VSAT platform (as the FAA expect TCP acceleration to function while IP payload is encrypted).
Has the NAICS code changed? Amendment posted to beta.sam on 5/14/20 corrects the inconsistency between the NAICS in the SIR and the beta.sam announcement. The correct NAICS is 517410 - Satellite Telecommunications.
This document provides FAA answers to prospective Offerror questions on the SIR. This is the second set of Offerror questions responded to by the FAA.
