Second RFI 36C25721Q0078
There are pipe coverings that are currently painted (some in different shades of blue). Are we required to repaint coverings that are currently painted?
No
Does the VA have a more detailed scope of work that quantifies the significantly damaged and/or missing conventional pipe insulation on all of the above-mentioned piping, fittings and condensate tanks within these two rooms?
No. The site visit allowed for time and pictures as needed for verification.
The VA has already indicated that the new pipe insulation shall match existing type, color and thickness which appears to be fiberglass ASJ pipe covering. Is there a specification for the removable insulation blankets required for the valves? No Is the attached specification for TST’s RIC SA2-MAT sufficient for this project? Yes
Will there be any asbestos, lead, or other hazardous material that we will be required to abate? If so, please provide us the required hazardous material assessment report.
What will the ICRA level be for this project? We assume ICRA level 0. Please confirm or correct.
Level 1 is suitable for now, but conditions could change. Be prepared to adjust if needed.
Will any of the work be required to be performed after normal duty hours or on weekends?
8:00 am - 4:30 pm Monday through Friday
There is existing insulation in place that will not require replacement. When we install the new insulation where it is required, will the winning contractor be required to paint all insulation (both the existing insulation that remains in place and the new insulation that will be added) the same color?
If the answer to the previous question is no, is there a preferred color for the new insulation that will be added?
There will not be any requirement for painting, however the preferred color is white since most of the existing insulation is white.
Refer to Page 6 of 38 of the Solicitation and Paragraph 1 (Requirements) to the Statement of Work. The first sentence reads: “The contractor shall be responsible for providing labor and materials for the services required to replace all damaged or missing insulation and all valves covers and other steam components in the both A5 mechanical rooms in Building 163.”
a. The term missing insulation is crystal clear. However, damaged insulation is totally a subjective judgement. Why not require all insulation in both A5 mechanical rooms to be replaced? That is crystal clear and will result in fully updated and functional insulation that is properly labeled. Replacing parts of the insulation is going to lead to a total patchwork in both rooms.
Follow the SOW.
b. If the Government will not require all insulation to be replaced, what exactly does damaged mean – a tear, a smudge, a discoloration, a small hole? There will be a huge variation in pricing without nailing down the issue of replacing damaged insulation.
All damaged insulation by water or other means and any insulation that the outer cover has been compromised
c. From the sentence above, clarify “other steam components.” That term is too broad and could include valves, pipes that are leaking, gauges, and a multitude of other things beyond the scope of the project which is entitled Temple Pipe Re-insulation. Without further clarification on what is meant by “other steam components” our bid shall be based on what is listed in the Project Requirements section found on Pages 7 of 38 and 8 of 38 of the Scope of Work.
