36C25721Q0078 RFI’s

1. Project requirement 1 states that "damaged" insulation is to be replaced. Please specify what will be considered damaged insulation that will require replacement.

All damaged insulation by water or other means and any insulation that the outer cover has been compromised

2. In the scope of work on page 6 it says "The contractor shall be responsible for providing labor and materials for the services required to replace all damaged or missing insulation and all valves covers and other steam components in the both A5 mechanical rooms in Building 163." Then on page 7 where the project requirements are it only says piping; nothing about valves, barrels, expansion tanks or any other part of the system. Can the VA be more specific about its wishes for the project related to this discrepancy?

Add the same information on page 6 for page 7

No pictures to provide all contractors could take photos as needed.

6. Provide specifications?

7. Provide COVID requirements once the project is awarded?

The COVID requirements will be provided after the contract is awarded by Infection Control. COVID currently are as follows: contractors will be screened each day. See attached word document. Subject to change based off COVID and VA policies.

8. Provide the level of IRCA Level 1 is suitable for now, but conditions could change. Be prepared to adjust if needed.

9. Provide asbestos report if any for existing insulation and pipe?

N/A

10. Provide the work hours times and if weekend work is allowed?

8:00 am - 4:30 pm Monday through Friday

11. Will the contractor be provided with any drawings which identify the piping layouts, pipe material, diameters, etc. in both mechanical rooms for Building 163?

Yes

12. Given the age of the facility, and condition of much of the insulation, has an asbestos survey been conducted to eliminate any hazardous material considerations?

No

13. Is any abatement of hazardous material required on this re pipe project in Building 163?

No

14. Regarding Page 8, Para. 4, “The contractor shall at the end of the contract…”; If bulk disposal of debris/waste is preferable to a daily haul-off, will consideration be given to having a temporary area, or holding container (provided by the contractor) set aside for accumulation of materials over the course of the project?

Must not let materials pile up until the end of the project. Must be contained and hauled off regularly

15. Similarly, regarding Page 9, Other Considerations, Para, “The Government will not provide facilities or staging area…”; Does that include use of the two mechanical rooms to house bulk, on-hand materials being used on a daily basis during the project? Is the implication to only have on-hand, at any given time, those materials necessary to perform that day’s scheduled work?

The Mechanical room can be used as a staging area if egress is not blocked, and access is provided for VA technicians at all times.

16. Will all tools and unused materials need to be completely removed from the mechanical rooms at the end of each workday?

No if egress and access are not blocked or hindered. The Government is not responsible for lost or stolen items.

17. Will there be any asbestos, lead, or other hazardous material that we will be required to abate? If so, please provide us the required hazardous material assessment report.

No

18. What will the ICRA level be for this project? We assume ICRA level 1. Please confirm or correct.

Level 1 is suitable for now, but conditions could change. Be prepared to adjust if needed.

19. Will any of the work be required to be performed after normal duty hours or on weekend?

No. If this changes we will address it as the need arises.

20. Refer to Page 6 of 38 of the Solicitation and Paragraph 1 (Requirements) to the Statement of Work. The first sentence reads: “The contractor shall be responsible for providing labor and materials for the services required to replace all damaged or missing insulation and all valves covers and other steam components in the both A5 mechanical rooms in Building 163.”

21. The term missing insulation is crystal clear. However, damaged insulation is totally a subjective judgement. Why not require all insulation in both A5 mechanical rooms to be replaced? That is crystal clear and will result in fully updated and functional insulation that is properly labeled. Replacing parts of the insulation is going to lead to a total patchwork in both rooms.

22. If the Government will not require all insulation to be replaces, what exactly does damaged mean – a tear, a smudge, a discoloration, a small hole? There will be a huge variation in pricing without nailing down the issue of replacing damaged insulation.

23. From the sentence above, clarify “other steam components.” That term is too broad and could include valves, pipes that are leaking, gauges, and a multitude of other things beyond the scope of the project which is entitled Temple Pipe Reinsulation. Without further clarification on what is meant by “other steam components” our bid shall be based on what is listed in the Project Requirements section found on Pages 7 of 38 and 8 of 38 of the Scope of Work.
