(vi) Description of requirements for the items to be acquired:
STATEMENT OF WORK
C.1 Agency Mission – Background
The United States International Trade Commission (USITC) Office of Chief Information Officer (OCIO) is responsible for supporting the mission of the USITC by providing information technology leadership, comprehensive services and applications support portfolio, and a sound technology infrastructure to the USITC and its customers.
In this effort, the OCIO leads the implementation and maintenance of software systems designed to facilitate the Commission’s mission and the implementation of Commission’s Internet and intranet websites and the management of information content provided on those websites.
The OCIO uses an integrated, enterprise architecture in conjunction with capital planning and security governance processes to design, implement, manage, and maintain the Commission’s information systems and the IT Infrastructure (Local Area Network and Wide Area Network).
C.2 Scope of Work
The United States International Trade Commission seeks a vendor to upgrade and replace its current wireless local area network infrastructure (WLAN). The commission expects proposals from experienced vendors to provide a robust, high-performance, enterprise-grade WLAN to address its current needs and supports future growth or expansion. We’ve outgrown our current WLAN as it does not provide adequate coverage and consistent performance. The system that is being replaced was implemented in 2012.
The solution must ensure seamless mobility for USITC owned or managed devices including “Bring Your Own Device” (BYOD). The new Wireless Local Area network system must integrate with existing internal USITC computing resources in a secure manner and provide a managed anchored wireless Nonfederal employee Guest network with a separate SSID and access policy group. The new WLAN system replaces all USITC’s existing wireless equipment.
USITC is currently licensed for Cisco’s Identity Service Engine (ISE) and wishes to implement
ISE as part of the WLAN refresh. The solution must also be adaptable, must keep pace with changes in 802.11X technologies and support a service life no less than five years.
The scope of the tasks to be performed under this SOW includes all necessary efforts in the areas of design, procurement, installation, testing and transfer of the system to USITC. USITC requires post-installation review, knowledge transfer of, configuration setting, Wireless Access Point, all software and systems required to support, manage and maintain the system. USTIC has existing Cisco equipment that we would like to have considered for use as vendor trade-in, that may apply discounts or credits toward the purchase of new equipment and will work with the awardee and our account team to coordinate. We also have software licenses currently used to support our current WLAN infrastructure that we’d like trade in or reuse to help reduce or defer costs. Our current WLAN solution is based on Cisco equipment and software.
C.3 Contractor-Furnished Items
The Contractor shall furnish all personnel, equipment, materials, incidentals and other resources necessary to satisfy the Commission’s requirements for the replacement of WLAN, and any other services the Contractor renders under this purchase order, within the scope of the SOW.
C.4 Requirements
a. The vendor solution must be Cisco. Vendor solution must be interoperable with existing wireless and wired LAN equipment. Vendor must provide USITC with a BOM for proposed WLAN solution as part of their response to this request. Facility access will be provided for any Vendor wishing to perform a site survey if they believe it is needed to provide an accurate quote. Vendor must provide a diagram of the proposed network architecture, as built and RF network coverage maps that will be uploaded into the system for Access Point and other management functions.
b. The proposed solution will serve an end user base of no less than 700 concurrent Users. We project that our concurrent endpoint connections are no less than 1000 and will continue to grow with the introduction of mobile technologies. Our current objective is to cover the 7 occupied floors of our current office suite. The solution must be able to support continued growth and future expansion. USITC currently only has one office location in DC. We are looking to provide adequate and reliable WLAN coverage to all USTIC occupied office space within our location.
