APPENDIX I – Job Descriptions by Title/Level

Definitions:

Health Care Industry for the purposes of this RFP means public or private for-profit or not-for-profit organizations and institutions whose primary purpose is to promote, restore, and maintain health either directly or through its programs, services, or products, such as hospitals; clinics; long-term care entities; medical laboratories; pharmaceutical/drug companies; health-related trade associations;

health and human services agencies, public health agencies, and other health-related government agencies; health insurers, medical equipment manufacturers, and health IT vendors.

Below are definitions for health information technology (HIT), health information management (HIM), health informatics, and health information exchange (HIE). For the purpose of this RFP, HIT encompasses HIM, health informatics, and HIE.

Health Information Technology (HIT) is the area of IT involving the design, development, creation, use and maintenance of information systems for the health care industry. Automated and interoperable health care information systems are expected to lower costs, improve efficiency and reduce errors, while also providing better consumer care and service.

The electronic health record (EHR) is the central component of the health IT infrastructure. An EHR is an individual's official, digital health record and is shared among multiple facilities and agencies. The other essential elements of the HIT infrastructure are the electronic medical record (EMR), which is an individual's health record within a health care provider's facility; the personal health record (PHR), which is an individual's self-maintained health record; and a Health Information Organization (HIO), which oversees communications among the other elements and unifies them geographically. Health IT provides the umbrella framework to describe the comprehensive management of health information across computerized systems and its secure exchange between consumers, providers, government, quality entities, and insurers.

Health IT, in general, is increasingly viewed as the most promising tool for enabling improvements in the overall quality, safety, and efficiency of the health care delivery system; and the health of the population.

Health Information Management (HIM) is the practice of maintenance and care of health records by traditional (paper-based) and electronic means in hospitals, physician's office clinics, health departments, health insurance companies, and other facilities that provide health care or maintenance of health records. With the widespread computerization of health records and other information sources, including hospital administration functions and health human resources information, health informatics and health information technology are being increasingly used in information management practices in the health care sector.

Dept. of Health Services Request for Proposal S-0190 DHCAA-14 Page 55 of 76

Health Informatics is a discipline at the intersection of information science, computer science, and health care. It deals with the resources, devices, and methods required to optimize the acquisition, storage, retrieval, and use of information in health and biomedicine. Health informatics tools include computers, clinical guidelines, formal medical terminologies, and information and communication systems. It is applied to the areas of nursing, clinical care, dentistry, pharmacy, public health, occupational therapy, physical therapy and (bio)medical research, and alternative medicine too.

Health Information Exchange (HIE) is the electronic movement of health-related information among organizations according to nationally recognized standards. The goal of health information exchange is to facilitate access to and retrieval of clinical data to provide safer, timelier, efficient, effective, equitable, patient-centered care. Health information exchange organizations (HIOs) provide the capability to electronically move clinical information between disparate health care information systems while maintaining the meaning of the information being exchanged. HIOs also provide the infrastructure for secondary use of clinical data for purposes such as public health, clinical, biomedical, and consumer health informatics research as well as institution and provider quality assessment and improvement.
