About this file
This document is a comprehensive set of contract change notices (CNs 32-42) related to Master Agreement (MA) 071B3200052C between the State of Michigan, through the Michigan Department of Health and Human Services (MDHHS) and the Department of Technology, Management and Budget (DTMB), and the contractor Netsmart Technologies, Inc. The contract pertains to the Electronic Medical Business Record System (EMBRS), which provides licensing, hosting, maintenance, and professional services supporting the state's five behavioral health hospitals. The document contains multiple statements of work (SOWs) addressing various enhancements and operational requirements for the Avatar electronic health record system and related applications used across Michigan's state-operated psychiatric facilities.
The contract initially commenced December 18, 2012, with an original expiration date of December 17, 2017, and included five one-year renewal options. Through the change notices presented, the contract has been extended through December 17, 2029, with the current estimated aggregate contract value of $72,028,621.25. The contract covers core services including myAvatar (electronic health records, billing, medication administration), RxConnect (pharmacy management), CareConnect (health information exchange interfaces), OrderConnect (electronic prescribing), reporting tools, automated dispensing machines, and application management services. Recent change notices address cloud migration to Amazon Web Services, implementation of lab interfaces (CareConnect), food service software integration (DiningRD), accessibility compliance (WCAG 2.1 Level AA), and identity and access management (MiLogin/NIAM integration). Payment terms are Net 45, with invoicing submitted to dtmb-accounts-payable@michigan.gov, and the contract supports funding through existing State of Michigan appropriations with annual recurring fees subject to contractual increases.
