About this file

Summary

This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract award document establishing a statewide contract vehicle for the State of Florida, Department of State, managed through the Florida Information Technology Outsourcing (FITO) program. The contract involves multiple state agencies and jurisdictions as authorized users and is awarded to a vendor selected through a competitive procurement process. The contract serves as a master agreement enabling participating state and local entities to issue purchase orders for specified goods or services under pre-negotiated terms and conditions.

The contract establishes an indefinite quantity delivery mechanism with a specified contract period and optional renewal terms, allowing state and local agencies to access goods or services at negotiated pricing without conducting individual competitive procurements. The agreement includes pricing schedules, payment terms, performance standards, and may contain set-asides for small businesses or minority-owned vendors as required by Florida law. The contract value, funding sources, and specific goods or services covered are detailed in the pricing schedules and scope of work sections, with individual purchase orders issued against the IDIQ vehicle to reflect actual usage and associated costs incurred by participating agencies throughout the contract term.

Brief description of services to be provided:

BACKGROUND:

The State of Michigan is currently undergoing a server migration for the HRMN system. This includes payroll, HR, benefits, and leave planning. This project is a full replacement of all current HRMN Servers - 8 in total. Currently there is a mix of IBM AIX Unix machines and Windows Virtual Machines. The main component that defines the HRMN system and database exists on the Unix Machines. These are IBM Power 8 Machines that have been in use since 2016. On October 31, 2023, our E850 machines reached end of service. At that point we went on extended support. The ramifications of this are limited parts availability, no preventative service, no support for newly reported defects, no change management, and no development or patches including security. Extended support is a 75% cost increase on one-year terms. The Windows machines are being upgraded to bring them in line with Microsoft’s long-term support plan. Necessary to complete the server migration is the purchase of COBOL Compiler licenses and support for Red Hat Linux (RHEL) as support for the AIX operating system is going away. The core HRMN install cannot be completed without this purchase.

PROJECT OBJECTIVE:

Full replacement of all current HRMN servers (8 in total) including moving from AIX Unix to Red Hat Linux (RHEL).

SCOPE OF WORK:

• Build replacement servers

• Submit, implement, validate 2000 firewall rules

• Set up multiple IP addresses for each server and VIP security addresses

Version 2021-1 2 of 4

• Request SAN and apply to each server

• Install prerequisite software

• Install multiple bolt-on components o Landmark / Process Automation o Lawson Business Intelligence o Websphere Application server o MHC W-2 Self Service Software o Smart Office

• Set up DNS entries

• Analyze scripts for changes

• Communications and planning with agency services for impacted applications

(ROCSS, Security Front End)

• Install Core Lawson components

• Install Tidal

• Dry Run

• Integrated Test

• Production Migration

DELIVERABLES:

COBOL Compiler licenses for RHEL will be made available in the Infor customer support download center.

ACCEPTANCE CRITERIA:

Approval for server migration in production after successful dry run and integrated test cycles.

PROJECT CONTROL AND REPORTS:

Status reports will be submitted to the Agency by the Agency and DTMB leads throughout the life of this project. HRMN Manager and Integrated Test meetings will also be used to provide status, submit requests, and receive approvals.

SPECIFIC DEPARTMENT STANDARDS:

Agency standards, if any, in addition to DTMB standards.

PAYMENT SCHEDULE:

Payment shall be due 45 days after receipt of an undisputed invoice, in accordance with Section 8.2 Payments. Receipt of invoice date is defined as the date Contractor sends the properly completed invoice electronically to the State.

Version 2021-1 3 of 4

The State hereby consents to electronic billing and to receive invoices via email to Susan Wilmore (WilmoreS@michigan.gov). The State is responsible for maintaining updated contact information with Infor for receipt of invoices.

These enhancements have a fixed cost of $109,963.86 as outlined below. Payment shall be considered timely if made by DTMB within forty-five (45) days after receipt of properly completed invoices.

License Fee:$82,624.52 Annual Support Fee: $27,339.34 Annual Escalation Cap: 6% or the then-current year-over-year increase in the Consumer Price Index, whichever is greater.

In 2021, Civil Service began exploration of version 11 (V11), an updated version of software offered by Infor, the software vendor for the Human Resources Management Network (HRMN). With approval from the HRMN Coordination Committee, which consists of members from the State Budget Office, Office of the State Employer, DTMB, and Civil Service, the project team began executing the HRMN 5-year strategic plan, which included reviewing and updating our on-premises software with a planned migration to the cloud.

As part of a staged migration, payroll was always anticipated to move last, and after a year of exploration, we realized that absence management needed to move with payroll and that phasing benefits in after HR was the most logical approach. The HRMN Coordination Committee granted approval to formally begin the V11 project to upgrade to HR Talent (formerly called Global Human Resources) with a planned go-live in 2024. In the summer of 2023, however, the project team along with executives from the State Budget Office and Civil Service held a series of meetings with Infor to discuss technical challenges related to an on-premises implementation. While our planning was based on the HRMN strategic plan, Infor was also updating its strategic plan and prioritizing their cloud offering.

Infor’s initial cloud offerings included single-tenant instances in addition to multi-tenant and on-premises. Infor, based on market dynamics and their strategy has discontinued offering single-tenant instances in favor of multi-tenant only. Further, they are limiting fixes to on-premises, which accounted for the technical challenges we confronted in our project. They have set 2030 as the last year they will be offering mainstream maintenance for their on-premises software.

As a part of our ongoing project assessment, the discussions kicked off in the summer have continued. We have worked in the ensuing months to strengthen our partnership with Infor and identify the best path forward for the V11 project. We continue to have confidence in the platform, our production performance and capability, as well as the V11 cloud-based platform offering and the strategic advantage of migrating to the cloud on a timeline we determine as opposed to basing it on a “sunset” deadline. We have agreed that the V11 project for HR and adding benefits, payroll, Version 2021-1 2 of 5 and Absence Management should be moved to the FedRAMP certified multi-tenant government cloud. The current V11 project is being reoriented toward this new end goal.

PROJECT OBJECTIVE:

Establish the basis for a HRMN HR, benefits, payroll, and Absence Management migration from on-premise to the cloud.

SCOPE OF WORK:

The business process review will identify HR, benefits, payroll, and Absence Management core (implemented without change), differentiator (implemented with minor change), and unique (implemented with major change or mutually agreed co-development) processes for the cloud.

Deliverables in the payment schedule will not be considered complete until the Agency Project Manager has formally accepted them. Deliverables for this project include:

Develop and baseline a project plan for a SOM migration to the Infor FedRAMP multi-tenant cloud offering.

Develop a project staffing plan (SOM and Infor).

Conduct a detailed review of HR, benefits, payroll, and Absence Management business processes.

Develop a Requirements Matrix.

Develop a preliminary business blueprint.

Define custom extensions/product enhancement opportunities.

Develop User Acceptance Testing (UAT) plan & update solution & signoff on all configuration.

A bi-weekly progress report must be submitted to the Agency and DTMB Project Managers throughout the life of this project. This report may be submitted with the billing invoice. Each bi-weekly progress report must contain the following:

1. Hours: Indicate the number of hours expended during the past two weeks, and the cumulative total to date for the project. Also state whether the remaining hours are sufficient to complete the project.

2. Accomplishments: Indicate what was worked on and what was completed during the current reporting period.

3. Funds: Indicate the amount of funds expended during the current reporting period, and the cumulative total to date for the project.

DESCRIPTION

Effective March 24, 2017, the parties add funding to the contract to purchase the Global Human Resources (GHR) perpetual software license and associated software maintenance and support for the period 4/1/2017-11/30/2018. The cost of this purchase is $110,292.69 ($78,353.00 for the perpetual license, $12,570.83 for maintenance/support for the period 4/1/2017- 11/30/2017, and $19,368.86 for maintenance/support for the period 12/1/2017-11/30/2018). The parties also agree to pricing for maintenance/support for the periods 12/1/2018-11/30/2019 and 12/1/2019-11/30/2020, which the State may opt to purchase at its sole discretion at any time prior to November 30, 2018. See attached cost tables for detail pricing. For clarification purposes only: in Contract Change Notice 4, the State agreed to purchase maintenance on several products through 11/30/2018; nothing in this Contract Change Notice 5 shall be construed as an agreement to purchase maintenance on those products beyond 11/30/2018. Rather, this will cause the GHR maintenance to co-terminate with the maintenance purchased in Contract Change Notice 4. All other terms, conditions, specifications, and pricing not modified herein remain the same.
