About this file

This is a Requirements Document for a high-security door, frame, and hardware assembly procurement by USCG Base Ketchikan. The requirement is for one complete, new hollow metal door and frame assembly sized for a 3'0" x 7'0" opening in a 7-3/4" thick wall with right-hand swing orientation. The entire assembly must be factory-primed and fully insulated to achieve specified performance standards.

The door and frame must meet certified acoustic performance of Sound Transmission Class (STC) 52 or higher and provide Radio Frequency (RF) attenuation of 60 decibels or greater. Hardware requirements include a GSA-approved electromechanical combination lock meeting Federal Specification FF-L-2890 with a 1/8-inch drill-resistant hard plate; heavy-duty non-removable pin hinges; a Grade 1 commercial-grade door closer factory-installed; a single-motion panic/emergency egress device; and complete acoustic and RF/EMI seals with threshold. The assembly must be factory-prepped with an internal wire raceway and armored or electronic power transfer device to accommodate government-installed intrusion detection systems. The contractor shall submit shop drawings within 5 business days of contract award, with final delivery occurring 14-16 weeks after government approval of drawings. All items shall be delivered FOB Destination to USCG Base Ketchikan, 1300 Stedman Street, Ketchikan, Alaska 99901, with the contractor responsible for all shipping costs and maintaining risk of loss until acceptance. Independent laboratory certifications confirming the complete assembly meets specified STC and RF ratings must accompany the quote.

Section C: Description/Specifications For: High-Security Door, Frame, and Hardware Assembly

C.1 SCOPE OF REQUIREMENT

The contractor shall provide one (1) complete, new, and fully operational high-security hollow metal door and frame assembly. The requirement includes the door, frame, and all associated and compatible hardware necessary to meet the performance and security standards detailed in this document.

C.2 APPLICABLE DOCUMENTS

The following documents form a part of this specification to the extent cited herein:

· COMDTINST M5530.1C: Physical Security and Force Protection Program, Chapter 4, Section H.9 ("Door").

· Federal Specification FF-L-2890: Locks, Combination, Electromechanical.

· UL-634: Standard for Connectors and Switches for Use with Burglar-Alarm Systems.

· ANSI/BHMA A156.4: Standard for Door Controls - Closers.

C.3 MINIMUM SALIENT CHARACTERISTICS

The complete assembly and all components must meet or exceed the following minimum characteristics:

· C.3.1 Door and Frame Assembly:

· Type: Hollow Metal (HM) Door and a two-piece "Split" Frame designed for retrofit installation into a finished wall.

· Dimensions: Sized for a 3'0" x 7'0" (3070) clear opening.

· Jamb Depth: Frame must be manufactured to fit a 7-3/4" thick wall assembly.

· Swing: Right Hand (RH) swing orientation.

· Insulation: Door and frame cavities shall be fully insulated with an appropriate material (e.g., Rock Wool) to achieve the required performance ratings.

· Finish: The entire assembly shall be delivered with a factory-applied rust-inhibiting primer, suitable for field painting.

· C.3.2 Performance Ratings:

· Acoustic: The complete, installed assembly (door, frame, and seals) must have a certified Sound Transmission Class (STC) rating of 52 or higher.

· Radio Frequency: The complete, installed assembly must provide a certified 60 decibels (dB) or greater of Radio Frequency (RF) attenuation.

· Certification: The offeror must provide manufacturer's data sheets and independent laboratory testing certifications for the proposed door/frame/seal assembly. The certification must confirm that the assembly, when prepped for and installed with the required hardware, will maintain the specified STC and RF ratings.

· C.3.3 Hardware Requirements (Must be compatible with the door/frame assembly and not compromise performance ratings):

· Primary Lock:

· Shall be a GSA-approved lock meeting Federal Specification FF-L-2890. The lock shall be an electromechanical combination lock (e.g., FF-L-2890, Type I, II, III, or IV) with an operating mechanism equivalent to the Kaba Mas X-10.

· A 1/8-inch (or thicker) drill-resistant hard plate shall be installed on the exterior door face, protecting the lock body.

· Hinges: Shall be a heavy-duty, non-removable pin type suitable for the weight of the door. Hinge pins must be secured by peening, welding, non-removable set-screws, or be of a cam-lift design.

· Closer: A heavy-duty, commercial-grade, adjustable surface-mounted door closer meeting ANSI/BHMA A156.4 Grade 1 standards. It must be appropriately sized for the weight and size of the door assembly. The closer body shall be factory-installed on the door.

· Egress: The interior side of the door must be equipped with a single-motion panic/emergency egress device that is listed as compatible for use with the required FF-L-2890 lock.

· Seals & Threshold: A complete, compatible set of acoustic and RF/EMI seals (e.g., magnetic or multi-fin compression type) and a threshold must be included to ensure a continuous seal around the entire perimeter of the door.

· C.3.4 Intrusion Detection System (IDS) & Wiring:

· The door and frame must be factory-prepped with an internal wire raceway and an Armored or Electronic Power Transfer (EPT) device to pass wiring from the frame to the door leaf.

· The assembly must be factory-prepped to accept a government-installed balanced magnetic switch or High Security Switch (HSS) meeting UL-634, Level 2. The preparation shall be for a recessed switch, located on the latch side of the door, approximately 8 inches from the top.

Section E: Inspection and Acceptance

· E.1 Inspection: The Government reserves the right to inspect all delivered items for compliance with the specifications herein prior to acceptance.

· E.2 Acceptance: Acceptance will be performed at the destination by a duly authorized Government representative. Acceptance is contingent upon verification of all components, receipt of all required certifications (STC/RF), and a visual inspection confirming the items are free of damage.

Section F: Deliveries or Performance

· F.1 Period of Performance:

· Shop drawings for Government review and approval shall be delivered within 5 business days of contract award.

· Final delivery of the complete assembly shall occur within 14-16 weeks after the Government's approval of the shop drawings.

· F.2 Shipping Terms and Place of Delivery:

· All items shall be delivered FOB Destination.

· Destination Address: USCG Base Ketchikan, 1300 Stedman St. Ketchikan, AK 99901.

· The contractor is responsible for all shipping and handling costs to the final destination. Risk of loss or damage shall remain with the contractor until the items are delivered and accepted by the Government.
