About this file

This document is a Solicitation Addendum (Addendum Number 1) issued by the North Carolina Department of Health and Human Services (NCDHHS) Division of Health Benefits for the Asset Verification System RFP (Solicitation Number 30-2025-009-DHB). The addendum addresses vendor questions related to the RFP, with responses provided on May 9, 2025, for a proposal due date of June 20, 2025, at 2:00 PM ET. The addendum covers seven key questions spanning topics such as the scope of asset verification, potential fraud detection features, data integration capabilities, and the system's extensibility across NCDHHS divisions.

The vendor questions and departmental responses reveal that the Asset Verification System (AVS) is intended to be a comprehensive solution for determining Medicaid eligibility, with the potential to include verification of home equity, non-liquid assets, and data from other state sources like DMV and Department of Revenue. The department is open to an extensible solution that can accommodate new data feeds, system integrations, and verification capabilities. The AVS platform is specifically designed for use across all divisions within NCDHHS, with the primary expectation of determining Medicaid eligibility in a timely and streamlined manner. The responses also indicate the department's interest in future capabilities such as risk scoring mechanisms, configurable business rules, and fraud detection features.
