STATEMENT OF WORK
FDC SEATAC
FIRE ALARM SYSTEM FIELD DEVICE UPGRADE
I. SPECIFICATIONS:
A. INTRODUCTION
The Federal Bureau of Prisons, Federal Detention Center (FDC) SeaTac intends to make a single award to an Edwards Technologies (Edwards TM) Fire Systems Certified Contractor for the provision of; Installing, Programming, and making 100% operational and optimized, approximately 1250 EST3 compatible, system addressable (Smart Device) fire alarm field devices and their associated electronic peripherals enabling them to be monitored and computer controlled using the most current version of “FireWorks”, an Edwards proprietary fire alarm system computer interface, at FDC SeaTac, located 2425 S. 200th Street, SeaTac, Washington, 98198.
B. CLARIFICATION OF CONTRACT LANGUAGE AND TERMS
The following is to provide clarity and understanding of language and terms used in this contract.
B.1 Edwards- US Manufacturer of Fire Alarm Systems. Also more commonly known and referred to as “Edwards Technologies”, “Edwards Brand”, or Edwards System Technologies (EST).
B.2 FireWorks- Edwards Proprietary Fire Alarm System Communications Command and Control Interface.
B.3 Field Technician- Skilled laborer assigned by the awarded contractor to perform the prescribed work as outlined in the contract agreement.
B.4 Field Devices- Edwards proprietary system addressable electronic hardware devices which are specifically designed to detect the presence of fire, smoke, or allow for the actuation of various fire alarm safety notifications and switches and are location identifiable via the EST3 fire alarm system and associated FireWorks monitor and control computer program interface.
C. SCOPE OF WORK
C.1 This will be a “Turn-Key” project having a 100% error free certified operational system as its end result.
C.2 FDC SeaTac’s current EST3 fire alarm system has 1 main panel and 5 remote panels that facilitate 11 fire alarm circuit loops having approximately 1250 “non-system addressable” field devices that are monitored through an Edwards System Technologies (EST3) “FireWorks” control panel interface.
C.3 It has been determined the institution’s existing fire system field wiring is adequate to support new system addressable field devices thus replacement of said wiring will not be necessary. Deployment of new field device supporting peripheral electronics however, may require installation of additional wiring applications. If such wiring installations should be necessary, the contactor will be required to provide the skilled labor to “pull” the necessary wire runs into place and complete the terminations of such.
Reconfiguration of existing wiring and associated conduit applications within institution rooms and spaces having existing fire alarm system componentry will be the responsibility of the contractor. Likewise, installation of any new fire alarm system wiring and associated conduit applications within those spaces will also be completed by the contractor. If in the event new field device supporting peripheral electronics should require the installation of additional “wire runs” that will go beyond the confines of those rooms and spaces having existing fire alarm system componentry, it will be the responsibility of the institution to provide the raceway materials, i.e.(wire and conduit), and manpower to install the “primary conduit infrastructure” from one effected space to the other. The contractor however, will be responsible for completing the conduit “end-of-run configurations” to best achieve desired termination outcomes and complete all necessary wire pull tasks to those spaces. FDC SeaTac has acquired all the following Edwards proprietary field devices and associated electronic support peripherals known to be needed for this upgrade.

Any Contractor work that may be required or requested outside these established working hours will require a written request having a “Work Task Outline” justifying its necessity, i.e. (A task procedure(s) will require a “downtime” of a vital system that may disrupt the normal daily operations of the institution). Alternate work hours may be authorized in accordance with the time frame stated above in such instances. The request must be given to the COR as soon as reasonably possible, but no less than 24 hours in advance and must be approved by the Contracting Officer prior to starting such work.
G.2 Access to institution areas where work will be carried out will be available during normal authorized
Working hours, however such areas may become limited or unauthorized in the event of a security incident and/or emergency. Because of this, work hours may not constitute a full eight-hour work day.
The Government assumes no responsibility to the Contractor, nor any subcontractors, for shorter hours due to such incidents or entry/exit of Field Technicians necessitated by normal institution routines. All assigned Field Technicians are expected to familiarize themselves to the conditions and surroundings of the correctional environment they will be working in.
G.3 Institution accessing Field Technicians should plan for a minimal amount of processing time for security considerations, i.e., check-in screening, delays due to inmate movements, institution lock-down, institution emergencies, etc. In the event of an institution emergency, on-site Field Technicians may be instructed to stop and secure all work, tools, equipment, etc…, and be escorted out of the institution.
Work may resume once the institution emergency is cleared.
H. WORK SITE SAFETY:
H.1 FDC SeaTac shall ensure all energy sources and/or energy management systems needing to be secured to prevent personal injury and/or property damage will be locked and tagged-out with the appropriate locking devises. Locking of identified isolation points will be comprised of a minimum two lock process, one lock provided by the institution and the other provided by the contractor. All lockout/tagout measures to be implemented, and/or removed, shall require verbal authorization and physical verification by the Field Technician, the COR, and Institution Safety Manager prior to doing so.
I. OTHER CONSIDERATIONS:
I.1 Contractor will not be allowed to bring into the institution the following electronic devices:
