The services include specialized IT engineering, architecture, security, and cloud and network administration critical to supporting NOAA's transport and network services portfolios. The period of performance is July 2, 2021 through August 31, 2021 with an estimated value of $7 million. SOLE SOURCE JUSTIFICATION

FOR AN ACTION EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

USING SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS

(AUTHORITY: FAR 13.501(a), 41 U.S.C. 1901)

PR NA-AJ1520-21-00428

1. Agency and contracting activity. Department of Commerce, National Oceanic and Atmospheric

Administration (NOAA) Acquisition and Grants Office (AGO), Western Acquisition Division (WAD),Office of the Chief Information Officer (OCIO) and Earth Systems Research Laboratories

(ESRL).

2. Nature and/or description of the action being approved.

This is a sole source justification for a follow-on to the existing Blanket Purchase Agreement (BPA) number BG133R15BA0038, call number 1305M319FNAAJ0105. The Government intends to solicit a quote from ANG Signal, a small business concern, for a time and materials contract.

3. Description of supplies or services required to meet the agency’s needs (including the total estimated value).

The Government anticipates issuing one contract to fulfil the requirements. The OCIO requires N- WAVE ESRL Information Technology (IT) Support (NEITS) services for the N-WAVE program. N- WAVE support is a critical requirement under NOAA’s shared services operating model, which provides national IT network infrastructure support for NOAA and Other Government Agencies (OGA). N-WAVE leverages partnership within the Science, Research, and Education community and provides a large set of IT technical services ranging from national network transport, Trusted Internet Connection (TIC) services, direct connect to Cloud services, and facility/campus-level network services. For the portion of the NEITS services for which this justification is issued, NOAA requires services to both maintain and obtain specialized IT engineering, architecture, security, and Cloud and network administration that support the Transport and Network Services portfolios of N-Wave operational services critical to NOAA's mission. The period of performance is 2 July 2021 to 31 August 2021. The estimated value is .

4. Statutory authority permitting the sole source (including brand name) acquisition.

41 U.S.C. 1901, using SAP up to $7M as authorized by FAR 13.500(a) and implemented by FAR 13.501(a).

5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited. The contracting officer has determined the following circumstances justify the use of a sole source as supported below:

Urgency - An urgent and compelling need exists, and following the procedures to compete the requirement would result in unacceptable delays.

The NEITS requirement is an integral part of the NOAA IT infrastructure. N-Wave delivers stable, secure, high-speed network services to enable the vast missions of its stakeholder community within the federal government.

All supporting facts have been documented herein.

10. List of the sources that expressed a written interest in the acquisition.

No other sources expressed interest in the acquisition, as the opportunity was not posted using the exception at 5.202(a)(2).

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

The Government will continue the competitive reprocurement process once the protest(s) have been resolved. No further limitation of competition is anticipated.
