Invitation to Bidders Summary

This Invitation to Bidders document is issued by the Texas Department of Transportation (TxDOT) for construction of bridge and paving improvements on Laud Howell Parkway, Project 1, Phase 2. The project encompasses both structural bridge improvements and associated paving work along the designated parkway corridor. Bids were due by 2:00 p.m. on the specified bid opening date, with TxDOT reserving the right to reject any or all bids and waive minor bid irregularities. A pre-bid conference was conducted to allow potential bidders to inspect the project site and clarify scope requirements with TxDOT representatives. The contract award will be made to the lowest qualified bidder meeting all technical and administrative requirements outlined in the invitation documents.

The bidding process follows standard TxDOT procurement procedures with pricing submitted on a lump-sum or unit-price basis as specified in the bid documents. All bidders must comply with applicable state and federal regulations, including prevailing wage requirements and equal employment opportunity provisions. Bid security in the form of a cashier's check or bid bond is required with bid submission. Contract performance will be governed by standard TxDOT contract terms and conditions, with liquidated damages provisions applicable for failure to meet project completion deadlines. Additional information regarding funding sources, specific cost breakdowns, and detailed project specifications is contained in the complete bid package and supporting contract documents.
