Potential congestion is anticipated at 1st Avenue N during peak drop-off and pick-up periods for the Civic Quad site. The analysis notes that 1st Avenue N west of 3rd Street to University Drive is scheduled for construction during 2028-2030.

Trips would be expected to come in using Veterans Blvd, 32nd Ave S, 45th St to Seter Parkway and 51st Street.

Traffic signal present at 32nd Ave S & 51st Street.

No issues, can be constructed with no impact to city infrastructure.

Brewhalla Site

100,000 SF

Trips are anticipated to access site primarily from 25th Street via I-29 and Main Ave, others would access from the east on 1st Ave N.

Vehicular Access Well built street network near site.

No railroad crossings for a mile create demand at intersections at 25th

Street and University.

Little to no impacts to existing system.

Pedestrian Access Sidewalks present.

May need crosswalk flashing beacon to cross 1st Avenue N from north lots.

Site Specific Comments

No issues, can be constructed with minimal impact to city infrastructure.

1st Avenue N was reconstructed in 2010.

Civic Quad Site

108,000 SF

Vehicular Access Well built street network near site.

With small site with limited access, 1st Avenue N may become congested in AM & PM peaks during drop off/pick ups.

Overall, there will be minimal impacts to existing system.

Pedestrian Access Shared use paths, sidewalks and traffic signals present.

Site Specific Comments It appears proposed building will be built over 3rd Street right of way.

The existing city infrastructure in 3rd Street today will need to be relocated away from building.

Area around lift station will need long term access for maintenance.

This lift station is a very critical piece of infrastructure.

On-street parking and existing path on north side of 1st Avenue N will be impacted by proposed ingress/egress driveways leading to loading dock area. Parking may need to be removed.

1st Avenue N and 2nd Street were reconstructed in 2014/2015.

1st Avenue N west of 3rd Street to University Drive is planned to be under construction in years 2028-2030.
