About this file
The document is a State Procurement Office (SPO) Form 101 - Competition Impractical Procurement Authorization issued by the Arizona Department of Health Services (ADHS), specifically the Bureau of Women's and Children Health (BWCH). The procurement determination involves the High Risk Perinatal Program/Newborn Intensive Care Program (HRPP/NICP) and includes multiple stakeholders such as 27 hospitals, 5 physicians, 9 transport companies, and 12 consultation and case management providers across Arizona.
The contract covers maternal and neonatal transport, coordination, and patient services with an estimated annual cost of $2,039,240 for a five-year period. The breakdown includes approximately $269,040 for inpatient physician services, $148,800 for consultation and case management, $461,400 for transport services, and $1,160,000 for hospitals. The program aims to reduce mortality and morbidity of high-risk pregnant women and infants through a coordinated statewide system of care. Provide full description of materials or services: Provision of risk appropriate inpatient physician services, inpatient hospital services of Level Ill, Level II EQ, and Level II hospitals, consultation and case management and, 24/ 7 transport for critically ill newborns eligible for the HRPP/NICP.
The HRPP/NICP or Program mission is to reduce the mortality and morbidity of high-risk pregnant women and infants who are critically ill at birth through regionalized statewide system of coordinated care that includes consultation and case management, transport, hospital care, inpatient neonatology services, newborn emergency medical services, and community health nursing and developmental follow-up. Each service is necessary to adequately provide care for critically ill neonates and ensure the most appropriate level of care surrounding a high-risk birth, as well as early identification and support for the infant's developmental needs. This success of this Program is evidenced by a substantial reduction in Arizona's infant mortality rates This Program provides a safety net for Arizona families, to ensure the most appropriate level of care surrounding a high-risk birth, as well as early identification and support for the infant's developmental needs. ADHS currently contracts with five (5) physicians five (5) neonatal, twenty-seven (27) hospitals, nine (9) transport companies, and twelve (12) consultation and case management. A list of current Contracts is available in the State procurement system.
Provide justification: The Program has contracted with Hospitals since ADHS began receiving funding in 1972. In order for the HRPP/NICP to work, it must contract with all Level II, Level II Enhanced Qualifications and Level III hospitals, all perinatologist and neonatologist, and all transportation companies that are certified through the Commission Accreditation of Medical Transport Systems (CAMTS) specializing in perinatal and neonatal care in Arizona. The Contractors are paid only after all other sources of reimbursement are exhausted; the HRPP/NICP serves as payor of last resort and sets fees based on Arizona Health Care Cost Containment System (AHCCCS) fees. If you will be required to sign a software licensing agreement or sign any other agreement containing terms and conditions, which will be made part of the final contract, you must receive prior approval from the Office of the Attorney General.
