About this file

This is a Market Survey Questionnaire issued by the Defense Logistics Agency (DLA) Weapons Support on May 4, 2026, to gather market research from potential suppliers regarding an anticipated Indefinite Delivery Contract (IDC).

DLA Weapons Support is conducting market research for a voltmeter (NSN 6625-01-477-0732) with two approved sources identified: Ideal Precision Meter Co (CAGE 11707, Part Number 26.6001) and Phaostron Instrument and Electronic (CAGE 77221, Part Number 628-20978). The anticipated contract structure would be an IDC with a standard three-year base period and up to four option years. All terms, conditions, and pricing would be negotiated upfront, with delivery orders issued as needed against the basic contract. The contractor would receive a guaranteed minimum order value as specified in the final contract. Responses must be submitted within 7 business days to Santiago Diaz Capurro at DLA Weapons Support, (614) 307-9891 or Santiago.DiazCapurro@dla.mil.

The questionnaire seeks detailed information across seven sections: company status and size; commercial distribution networks; commercial item determination and market availability; understanding of pricing data requirements; interest in pursuing the IDC and willingness to accept contract terms; delivery capabilities and timelines; and miscellaneous factors including guaranteed minimum percentages and quantity/price breaks. Respondents are asked to provide supporting documentation such as drawings, commercial sales history, published catalogs, and product data to support commerciality determinations and price reasonableness assessments. The Government notes that any proprietary information submitted will be marked confidential and used only for this specific procurement.

MARKET SURVEY QUESTIONNAIRE

DATE: 5/4/2026

REPLY TO: DLA Weapons Support (614) 307-9891 / Santiago.DiazCapurro@dla.mil

SUBJECT: Indefinite Delivery Contract Market Research Questionnaire

This is NOT a request for quote/proposal. DLA Weapons Support is considering a solicitation and subsequent award of an Indefinite Delivery Contract (IDC), a type of Indefinite Quantity Contract (IQC)*.

*Indefinite Quantity Contract (IQC): These contracts are intended for use with item(s)/NSN(s) for which recurring demands are anticipated, and as a means of reducing the time and expense required to solicit and make repetitive individual awards. Establishment of an IQC (called a “Basic Contract”) will permit future Purchase Requests (PR) to be awarded by issuing a delivery order against the basic contract. All terms, conditions, and pricing are negotiated/awarded up front with the basic, allowing the delivery order to be issued quickly. Most contract terms will be for a one (1) up to a three (3) year base period with the possibility of two (2), up to four (4) option years. The item(s)/NSN(s) on the contract will be ordered on each delivery order (DO) on an as needed basis. The delivery order quantities are estimated based on previous and forecasted demands, and the contractor will be guaranteed a minimum order value as specified in the contract.

The following item(s) are being considered for possible solicitation:
