About this file

This is an application form for the Texas Workforce Commission's (TWC) College Credit for Heroes (CCH) grant program, designed to support Texas Institutions of Higher Education (IHEs) in implementing programs that award college credit to Veterans and Active-Duty Service Members (VADSMs). The program is tier-based, with Tier I focusing on planning and implementation, and IHEs can apply for grants up to $200,000. The funding period is from August 1, 2025 to July 31, 2027, and applications will be accepted on a rolling basis until funds are exhausted, with an approximate 60-day review process.

The grant aims to help IHEs develop comprehensive evaluation processes for military education and experience, create CCH Champions teams, implement the American Council on Education's Military Guide, and develop tracking systems for Prior Learning Assessments (PLAs). Eligible applicants must align with TWC priorities, support holistic evaluation of VADSMs' education and training, recruit faculty champions, develop outreach strategies, and create systems to track program outcomes. Special emphasis is placed on developing credit opportunities for Combat Arms Service Members, who historically have not been awarded college credit due to the nature of their military training. The program seeks to integrate VADSMs into higher education and workforce development by facilitating credit transfer, job placement assistance, and sustainable educational pathways.

Texas Workforce Commission College Credit for Heroes

Application Form

About College Credit for Heroes

Tier I

Background and Overview

The Texas Workforce Commission (TWC) has authorized the use of seven hundred, fifty thousand dollars ($750,000) of Workforce Innovation and

Opportunity Act (WIOA) funding to award grants to Texas Institutions of Higher

Education (IHEs) for the implementation of College Credit for Heroes programs.

Timeline

The CCH program is tier-based. Tier 1 activities focus on planning and implementation. In this first year, successful Applicants will be awarded Tier 1 grants.

Grantees who successfully complete Tier I of the CCH program will become eligible for and will be encouraged to apply for the Tier II grant. Both grant cycles, Tiers I and II, are designed to allow time to develop and implement a program (Tier I) and then allow for refinement and growth of the program (Tier

II).

Tier 1 - Development

Successful Applicants will:

1) create an evaluation process that encompasses the full scope of a Veteran or Active-Duty Service Member's (VADSM) education history;

2) build a CCH Champions team;

3) support the CCH program by recruiting program champions to advocate for and promote to current VADSMs, alumni, and faculty;

4) implement the use of the American Council on Education's (ACE) Military

Guide and train all evaluation staff on the proficient use of the guide;

5) develop an evaluation and tracking system that uses Prior Learning

Assessments (PLA) to award credit; and

6) institute a sustainable tracking method to track the number of credits awarded toward credentials (for example, certificates, certifications, licenses) or degree plans.

Eligibility

Eligible applicants are public or private Texas IHEs (for example, universities

(public and private); junior, and technical colleges) who will act as the fiscal agent and recipient of funds awarded through this project. Texas IHEs may apply for grants of up to two hundred thousand dollars ($200,000).

To be considered for an award, IHEs will:

• align with TWC priorities identified in the Commission's Strategic Plan;

• support an evaluation of a VADSM's holistic education, training, and experience, including:

o military training, education, and experience; and o civilian education completed and credentials obtained prior to or during military service;

• perform a holistic evaluation of a VADSM's education, training, and experience that will be used to award college credit towards:

o credentials (standalone or stackable) in targeted occupations that can be earned and applied towards a degree plan; or o a degree plan that the VADSM has chosen as a course of study;

• recruit faculty to become CCH Program champions;

• develop outreach strategies to inform and attract VADSMs;

• train all evaluation staff on the use of the ACE Military Guide;

https://www.twc.texas.gov/sites/default/files/enterprise/docs/strategic-plan-fiscal-years-2023-to-2027-twc.pdf

• adopt the use of PLAs to fill the gaps of a VADSM's education and training history to award college credit towards a credential or degree plan; and

• develop a system to identify, track, record, and report the progress and outcomes of VADSMs in the CCH program.

Combat Arms Service Members Course Requirement

Participating IHEs will develop a leadership/business operations management course that aligns with the education, training, and practical experience of

Combat Arms VADSMs.

Historically, Combat Arms VADSMs have not been awarded college credit due to the nature of their military training. These VADSMs have completed several levels of leadership, management, and operational management education. The ACE

Guide provides recommendations on how the participating IHEs can apply and award college credit for these VADSMs.

Combat Arms VADSMs are considered to have the following Military Occupation

Specialties:

• Infantry

• Armor

• Cavalry

• Combat Engineer

• Field Artillery

• Air Defense

• Special Forces

• Aviation
