About this file
This is Addendum No. 1 to the bidding documents for Contract No. 26-01 HUB Shower House, issued by Scouting America for a project located at Heritage Reservation in Fayette County, Pennsylvania. The addendum, effective September 30, 2026, modifies the contract specifications by adding Specification Number 061713 for Laminated Veneer Lumber (LVL) and eliminating all references to Specification Number 321000 Paving and Surfacing from the Table of Contents. Bidders must incorporate these changes into their proposals submitted by the October 27, 2026 deadline at 2:00 PM via PennBid. A non-mandatory pre-bid meeting is scheduled for October 14, 2026 at 10:00 AM at Pathfinder Lodge. The project completion period is 240 calendar days from Notice to Proceed, and the Owner reserves the right to award the contract within 90 days from the bid opening date.
The Laminated Veneer Lumber specification requires materials complying with ASTM D5456 and Forest Stewardship Council (FSC) standards for sustainability. Acceptable manufacturers include Roseburg Forest Products and Boise Cascade Versa-Lam, with the design basis specified as Versa-Lam Grade 2.1E 3100 featuring a minimum bending strength of 3,100 psi and modulus of elasticity of 2.0 x 10^6 psi. Installation must follow manufacturer recommendations and industry standards, with fasteners supplied by approved manufacturers such as Simpson Strong-Tie or USP Structural Connectors. The project is partially funded through the Commonwealth of Pennsylvania's Redevelopment Assistance Capital Program (RACP) and the United States Department of Agriculture (USDA), with compliance with both funding sources' requirements mandatory. Bid security of 10 percent of the total proposal price is required, with performance and payment bonds equal to 100 percent of the contract price mandated upon award.
