About this file

This document is an Addendum No. 1 for Request for Bid (RFB) No. 25-179-B issued by the North Texas Municipal Water District (NTMWD) for Temporary Labor at Solid Waste Facilities. The addendum modifies the original solicitation by updating the Place and Hours of Performance section, specifying typical labor hours from 7:00 AM to 4:00 PM at four transfer stations and a disposal facility located in Plano, Richardson, Melissa, and Frisco, Texas. The facilities operate Monday through Saturday (or Monday through Friday for the 121 Regional Disposal Facility), with an anticipated new Gateway Transfer Station opening in 2028. The estimated annual labor requirement is 50,000 hours, with temporary laborers not to exceed 40 hours per week.

The bid will be awarded to the lowest responsive and responsible bidder, with responsiveness determined by meeting all bid requirements and responsibility based on qualitative factors including the company's industry experience, history of performing similar work, and reference checks. The addendum includes responses to pre-bid and pre-deadline questions, clarifying that no fingerprinting is required for background checks, historical labor distribution will vary with more laborers typically needed at the landfill, and the district will not disclose previous contract spending or performance evaluation data without an open records request. Bidders are required to acknowledge receipt of the addendum by signing and returning it with their submittal.

QUESTIONS RECEIVED AT PRE-BID MEETING

QUESTION 1: Is the personal background check just referring to the company’s personal background screening? Does it need to include fingerprinting?

ANSWER 1: Yes, it refers to the bidder’s personal background screening. Fingerprinting is not required by the District.

QUESTION 2: What are the current hours for the temporary laborers?

ANSWER 2: See Change No. 1 for the typical hours of the day service can be provided. Each temporary laborer will not be utilized more than 40 hours per week.

QUESTIONS RECEIVED PRIOR TO THE DEADLINE

QUESTION 1: Could you confirm if the estimated labor hours (50,000 annually) are evenly distributed across the listed locations or whether certain sites have historically required more labor than others?

ANSWER 1: It will vary but typically speaking there will be more temporary laborers needed at the landfill.

QUESTION 2: For context and pricing alignment, can NTMWD provide the historical annual contract spend or approximate budget allocation associated with PaceSetters Personnel Services for the most recent contract term?

ANSWER 2: No.

QUESTION 3: Can NTMWD share whether there is any performance evaluation data or feedback available regarding the current or previous incumbents (PaceSetters Personnel Services and Certified Personnel LLC)?

ANSWER 3: For that information, you will need to submit an open records request. Please email recordsrequest@ntmwd.com to do so.

QUESTION 4: Will price be the sole determinant for award, or will it be weighted alongside other qualitative factors? If price is weighted, could you please indicate the percentage or scoring method assigned to price versus other evaluation factors?

ANSWER 4: Award will go to the lowest responsive, responsible bidder. A bidder is determined to be responsive if they meet all requirements set forth in the bid. A bidder is determined to be responsible based on qualitative factors to include, but not limited to: company’s industry, company’s history performing the specified work, and reference checks.

QUESTION 5: Could NTMWD please provide details on the evaluation criteria that will be used to determine the “lowest, responsive, responsible bidder”? For example, will elements beyond pricing (such as past performance, staffing capacity, or operational approach) be considered in the selection process?

ANSWER 5: See response to Question No. 4 above.
