About this file

This is Amendment No. 1 to a solicitation issued by the Texas Department of Criminal Justice (TDCJ) for the establishment of blanket purchase orders for assorted-flavor sugar-free jelly packets. The amendment modifies specifications in the original solicitation IW258292, with the bid opening scheduled for July 27, 2026, at 3:00 PM. Products are designated for delivery to the Wynne Food Service Warehouse in Huntsville, Texas. Bidders are required to acknowledge receipt of this amendment upon submission; failure to do so may result in the bid not receiving consideration. Acknowledgment may be made either on the face of the bid or by returning one copy of the amendment notice. The contract specialist for this procurement is Leslie Bowers, and updated solicitation documents are available on the Bonfire platform.

Pricing is quoted F.O.B. destination with freight prepaid unless otherwise stated, with unit prices governing in case of extension errors. Award may be based on low line-item response, low total of line-items, or any combination deemed to serve the State's best interests, with TDCJ reserving the right to accept or reject all or any part of any response. Respondents must obtain both a Texas Identification Number (T.I.N.S.) and Federal Employer Identification Number (EIN) prior to contract award. Pricing offered to TDCJ must be at least as favorable as pricing granted to any previous client for similar services or products, with TDCJ retaining the right to receive more favorable terms negotiated with other clients during the contract term. All purchases for State of Texas use are exempt from state and federal sales taxes. Compliance certifications required include debarment status, child support obligations, antitrust affirmation, E-Verify requirements, human trafficking prohibition, cybersecurity standards, and prohibition against boycotts of Israel and energy companies. Responses must remain firm for thirty days from the response due date, and contracts exceeding $25,000 are subject to state auditor oversight.
