About this file

This document is a user guide for Contract No. B-024-23, a state and local contract vehicle for used licensable vehicles (Class 1-3) in Wisconsin. The contract involves the Wisconsin Department of Natural Resources (DNR) and other state agencies/local units of government as procuring entities, with three authorized vendors: LWK Enterprises Inc. (La Crosse, WI), Badger Truck Center (Milwaukee, WI), and International Motorwerks Inc. (La Crosse, WI). The contract establishes a streamlined procurement process where agencies submit specific vehicle requirements to all three vendors simultaneously, with the first vendor meeting all criteria receiving the award, or the lowest-priced option if multiple vendors respond simultaneously.

The contract covers the procurement of used vehicles meeting predetermined specifications set by the requesting agency, including make, model, year, mileage limits, and delivery requirements to 2421 Darwin Road, Madison, Wisconsin. Pricing operates on a "Strike Price" system where agencies establish maximum acceptable purchase prices that include all vendor fees. The three vendors charge different flat fees: LWK Enterprises ($600), Badger Truck Center ($4,000), and International Motorwerks ($339), which cover service fees, auction fees, certified post-auction inspections, CarFax reports, licensing/registration, delivery costs, and any additional acquisition expenses. Vendors source vehicles through auctions, trade-ins, wholesale purchases, and other resources, with some providing reconditioning services before delivery. All vehicles must pass certified safety inspections and be delivered fully licensed and registration-ready.

USER GUIDE

USED LICENSABLE VEHICLES CLASS 1-3

CONTRACT No. B-024-23 User Guide Summary

This contract was created to offer interested parties the ability to purchase high quality used vehicles meeting your specifications and strike price so that a true comparison could be established for the purchase of a used vehicle. In order to accomplish this, a Strike Price (set by the procuring unit) would be pre-determined along with specifications and date needed would then be submitted using the attached Used Vehicle Request to the vendors to source. By having all the factors predetermined, more control would be placed with the procuring unit. Vendors could then search and source vehicles meeting the requested specification, strike price and need by date rather than limited to what would be available locally.

The procuring unit must supply predetermined specification, a Strike Price and a need by date. Then submit the request to the vendors to have them provide a response regarding their ability to source that vehicle within the specifications, strike price and time requested. (See scenarios)

Once a vehicle has been sourced, delivered and accepted, the vendor can submit an invoice for payment. (See Section 7.1 Payment requirements).

About the vendor and pricing structure:

LWK Enterprises Inc., La Crosse, WI, sources vehicles from auctions or other available resources meeting the requested criteria and will be ready for direct delivery. Their invoice will reflect their original purchase price plus their $600 flat fee. This total cost must be under the Strike Price or it is not acceptable.

Badger Truck Center, Milwaukee, WI, sources vehicles by trade-ins, wholesale purchases, auctions or other resources available to them. They may take temporary ownership to do maintenance, repairs, body/paint work, detailing or other mechanical/physical functions to make the vehicle buyer ready. Their invoice will reflect their original purchase price plus their $4000 flat fee. This total cost must be under the Strike Price or it is not acceptable.

International Motorwerks Inc., Inc., La Crosse, WI sources vehicles by trade-ins, wholesale purchases, auctions or other resources available to them. They may take temporary ownership to do maintenance, repairs, body/paint work, conversions, detailing or other mechanical/physical functions to make the vehicle buyer ready. Their invoice will reflect their original purchase price plus their $339.00 flat fee. This total cost must be under the Strike Price or it is not acceptable.

The Strike Price is the maximum acceptable purchase price dictated by the State agency/local units of government in advance including all vendor fees (Flat Fee) of the written request.

The Flat Fee is all fees to be included in the attached RFP B-024-23 Section 1.2 Scope of Project. The Flat Fee is to include:

· Service Fee – Fee collected by vendor for each procurement occurrence.

· Auction Fee - Fee paid to an auction company (if applicable).

· Vehicles must pass a certified post auction inspection, using the attached Vehicle Safety

Inspection sheets on pages 27 through 29 of RFP B-024-23.

· Inspection Fee - Fee paid for certified post auction inspection.

· Vendor must provide a CarFax® report on all vehicles if available.

· Vendor must include license and registration fees. (Vehicle must be licensed upon delivery. Procuring fleet program will designate plate type at time of procurement).

· All vehicle delivery costs will be included to get vehicle to 2421 Darwin Road, Madison Wisconsin 53704.

· Any other fees that are beyond the scope of this contract and contract terms in the acquisition of each/all vehicle(s).

Scenario ….. Passenger vehicle

DNR requests a car 2009 or newer*, midsize (Typical Vehicles: Ford Taurus, Chevrolet Impala, Chrysler 300, Dodge Charger) 4 door sedan with less than 50,000 miles. The vehicle has to be clean and well equipped (power options such as cruise, air, automatic transmission). DNR sets the Strike Price at $10,000.

Expectation is that a vehicle will be delivered to the 2421 Darwin Road Madison address meeting all specifications identified above for less than but not to exceed $10,000. Paperwork would include an invoice on the purchase price of the vehicle and itemized list of other costs and fees.

The specifications, strike price and need by date should be sent to all three vendors to have them source the vehicle the least cost within the requested need by date. The first vendor to respond meeting all the criteria should be offered the award. If multiple vendors reply at the same time, then the lowest price would be the determining factor for the award.

Used Vehicle Request

Class 1-3

Please submit the Used Vehicle Request to Badger Truck Center, International Motorwerks, Inc. and LWK Enterprises Inc. to have them provide a response regarding their ability to source this vehicle within the specifications, price and time requested.
