About this file

This document is Addendum #1 for the NC DMV Building Abatement and Demolition project, issued by S&ME, Inc. on behalf of the City of Raleigh on March 28, 2025. The addendum provides supplemental information for the bid opportunity (City Bid Number 274-ESIFS-DMV-2025), including a follow-up site visit scheduled for April 1, 2025, from 10:00 am to 2:00 pm. The addendum includes laboratory results from asbestos sampling conducted on March 27, 2025, which revealed no asbestos detected in three samples taken from the third floor of the main building. Additionally, the document includes floor plans, fire alarm zone maps, and a list of pre-bid meeting attendees, and clarifies that electronic copies of floor plans used in the Hazardous Materials Assessment report are attached.

The addendum addresses several key questions raised during the pre-bid meeting, including confirmation that the onsite Caterpillar generator will belong to the awarded contractor and can be used for project power. It also provides insights into potential hazardous materials, noting that the transformer in the main building vault likely contains polychlorinated biphenyls (PCBs) and that the Evapco 500-Ton cooling tower, installed in 1999-2000, does not employ refrigerants. The document specifies that the contractor must provide a schedule of values prior to receiving the notice to proceed and indicates that a third-party geotechnical engineering firm will provide guidance on excavation depths for footings and foundation components. The addendum maintains the original bid timeline, declining a request for a one-week bid submission extension.

Addendum.

Questions brought up during the Pre-Bid Meeting:

8. Question: Can the onsite generator be used and will it go to the awarded General

Contractor

Answer: Yes, the onsite (Caterpillar) generator will belong to the awarded contractor and can be used for power during the project. The contractor must include/ cover the costs of operation of the generator with their costs.

9. Question: Who owns the transformer in the vault at the Main Building

Answer: Duke Energy.

10. Question: Might the transformer in the vault at the Main Building contain polychlorinated biphenyls (PCBs).

Answer: Based on the age of the building and presumed installation date of the transformer, it most likely does contain PCBs.

11. Question: Does the large chiller at Main Building contain glycol (Evapco chiller on the roof of first floor, west wing).

Answer: Information contained in the Property Condition Assessment by

Terracon in 2023 indicates the Evapco 500-Ton cooling tower was installed 1999-

2000. Review of evaporating cooling systems denotes no refrigerants were employed.

12. Question: How deep will excavation of the footings (spread footers) or piles under the four-story portion of the Main Building need to be. Follow-up to 10: Can only the pile caps be taken off.

Answer: 2024 Standard Specification for Roads and Structures, Section 215 –

Removal of Existing Buildings, states ”. . . column footings, other footings, NC DMV Abatement and Demolition

In addition, a third-party geotechnical engineering firm shall also provide input as to the required excavation depth at the footings and whether only the pile caps must be removed.

13. Question: Can a follow-up visit be performed?

Answer: Yes, see Item 3 above.

14. Additional Question via Email: Can contractors have a one-week extension to submit the bid.

Answer: Not at this time.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.

Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
