About this file
This is a Procurement Manual for Snow Plowing, Salting, and Sanding services issued by the City of Salem, Massachusetts. The City of Salem Purchasing Department solicits bids from contractors to provide snow plowing, salting, and sanding services during the 2026-2027 snow season. Contractors must furnish drivers/operators and vehicles equipped with sanders, plows, or spreaders and must be available twenty-four hours per day, seven days per week, including holidays. The deadline for submissions to qualify for the early sign-on bonus is 11:00 AM on November 2, 2026, after which rolling admissions are accepted with no sign-on bonus. All submitted equipment must be inspected by Central Motors by Friday, November 13, 2026, to qualify for the sign-on bonus. The contract performance period runs from November 2, 2026, through May 1, 2027. Contractors are required to submit a completed packet including a cover sheet, required certifications, certificate of insurance, W-9 form, and equipment form to Eva Allocca at the City of Salem Purchasing Department, 93 Washington Street, Salem, MA 01970.
Pricing is based on hourly equipment rates ranging from $44.00 for shovelers to $404.91 for loaders with detachable snow blowers, with all quoted rates remaining fixed throughout the contract period with no fuel surcharges allowed during the season. Contractors meeting specific guidelines qualify for a one-time $1,000.00 early entry sign-on bonus and an additional 15 percent seasonal bonus based on total compensation for hours worked, provided all paperwork is submitted by November 2, 2026, and a fully executed contract is in place by November 13, 2026. A monthly fuel price adjustment mechanism applies to equipment with fuel capacity exceeding eight gallons, based on MassDOT published diesel and gasoline prices with adjustments triggered only when monthly variance exceeds five percent. The City guarantees a minimum of four hours of work per call-out. Contractors must carry automobile liability insurance with minimum coverage of $100,000 per person and $300,000 per accident, property damage coverage of $300,000, and workers' compensation insurance as prescribed by Massachusetts law, with the City of Salem named as additional insured. GPS tracking units will be provided by the City and must remain operational during all storm operations, with discrepancies between invoices and GPS data resolved in favor of GPS data. Invoices must be submitted within forty-eight hours of storm completion to avoid payment denial, and all bonus invoices must be submitted by May 1, 2027, or the contractor forfeits the bonus.

b. Contractor shall commence and terminate operation only upon the order of the Director of Public Services (‘Director’) or his designee.
c. If contractor has not yet had a piece of equipment inspected, Contractor is NOT to use or charge hours worked for said vehicle. Until the inspection is completed, vehicles and equipment are ineligible to be used in operations.
2. Billing and Rates
a. Contractor’s billing must agree with the starting and finishing times recorded by the
Salem Department of Public Services.
b. Time shall be computed to the nearest quarter hour.
c. Drivers shall be allowed one (1) fifteen-minute break during each four-hour work period.
d. The first break may be taken after the third hour.
e. Drivers must notify the Supervisor of the break.
f. Compensatory time is not allowed for standby, breakdown, or meals.
g. No additional allowance will be made for the transportation or mobilization of equipment. Example: Transportation of shovelers or snowblowers will not be counted as an additional line item to be billed.
h. All quoted rates shall remain in effect during the period of November 2, 2026, through May 1, 2027.
i. The city will not increase rates during the season for fuel adjustments.
j. No premium rates will be accepted for nights, weekends, and holidays. GPS units must be connected during the storm. GPS units will be checked against invoicing for accuracy. It will be the responsibility of the contractor to fix any discrepancies.
In a case where the invoice is different from GPS data, the GPS data will be deemed the accurate reflection of what should be invoiced.
k. Invoices shall be submitted within forty-eight (48) hours of the end of the storm to:
Brooke Coleman – BColeman@Salem.com Brian Pszenny – BPszenny@Salem.com
Or can be delivered to 5 Jefferson Avenue, Salem, MA 01970 within 48 hours of a storm.
The city of Salem will not guarantee payment for invoices submitted 48 hours after a storm.
l. Contractors that meet specific guidelines for snow removal and plowing duties will be paid a one-time $1,000.00 bonus for early entry with the city, to be invoiced on the first invoice submitted to the city.
mailto:BColeman@Salem.com mailto:BPszenny@Salem.com
The city will also allow Contractors that meet specific guidelines for attendance on snow removal to be paid a 15% bonus at the end of the season. The Contractor must meet the following criteria to qualify for the bonus:
i. Contractor must have all required paperwork submitted no later than November 2, 2026, with a fully executed contract by November 13, 2026.
ii. Contractors must comply with all rules and regulations for snow and ice removal. If at any time during the season, Contractor is found to be in violation of any of these rules and regulations, Contractor will be disqualified for the bonus.
iii. Contractor must not have any outstanding damage claims due to the performance of snow and ice removal operations for the 2026-2027 snow and ice season.
iv. Contractors must be available for every event and have all pieces of equipment registered to plow with the city available for every event.
v. Vehicles assigned a GPS unit must have GPS unit installed and functioning during all snow operations. If GPS is non-functioning (light is not on), you must report this to Central Motors during the storm.
vi. In the event that a piece of equipment breaks down and must be removed from operations, the removal of this piece of equipment will not count against the Contractor as being “available” for that particular storm event. However, this piece of equipment must be available for snow and ice removal operations for the next storm event in order to qualify for the bonus.
Bonus will be based on the total compensation for actual hours worked (does not include compensation based on sign on bonus or fuel bonus) paid out to the Contractor during the 2026-2027 snow and ice season, will be calculated by the contractor at the end of the snow and ice season, and will be invoiced to the City of Salem no later than May 1, 2027. If the invoice is not submitted to the City by May 1, 2027 – the contractor forfeits their bonus for the 2026-2027 snow and ice season.
The contractor is responsible for ensuring all invoices are submitted by May 1, 2027. The city of Salem will not guarantee payment for invoices that were not submitted as outlined in this IFB. The City of Salem will close all purchase orders May 14, 2027 – and any invoices that were not submitted as outlined will not be satisfied.
Any termination of a contractor’s contract will forfeit bonus for the 2026-2027 snow season.
m. Special Provision: Monthly Price Adjustment for Diesel Fuel and Gasoline – English Units.
This monthly fuel price adjustment is inserted in this contract because the national and worldwide energy situation has made the future cost of fuel unpredictable. This adjustment will provide for either additional compensation to the Contractor or repayment to the City of Salem, depending on an increase or decrease in the average price of diesel fuel or gasoline.
This monthly adjustment will be based on fuel usage (gallons per hour) per piece of equipment provided by the Contractor, per storm. Fuel usage has been estimated by the City of Salem herein. The fuel usage per hour estimate will be multiplied by the hours of each snowstorm worked per vehicle provided, to determine the total amount of fuel used per storm. The total amount of fuel used per storm will then be multiplied by the MassDOT published variance in price from the Base Price to the monthly period price. The variance will be billed monthly as an expense (increase in variance) or credit (decrease in variance).
The Base Price of Diesel Fuel and Gasoline will be the price as indicated on MassDOT’s web site (https://www.mass.gov/service-details/massdot-current-contract-price-adjustments) for the month of November 2026, which includes State Tax. The Period Price will be the average prices charged to the State, including State Tax for the bulk purchases made during each month.
This adjustment will be allowed only if the variance from the Base Price is 5% or more for a monthly period. The complete adjustment will be paid in all cases with no deduction of the 5% from either upward or downward adjustments.
No adjustment will be paid for work done beyond the 2026-27 snow operation season.
The per hour fuel usage rates for each piece of equipment category in this contract shall be as follows:
Equipment Fuel usage (gallons)
