About this file

This Request for Proposals (RFP) is issued by Fort Bend Independent School District in Texas to solicit competitive proposals for Districtwide Life-Safety Managed Facilities-Based Voice Network (MFVN) and Managed Communication Services. The District seeks to establish a contract for reliable, code-compliant life-safety communications services supporting fire alarm systems, intrusion alarm systems, and elevator emergency communication systems across 78 campuses and multiple administrative sites serving approximately 75,000 students. The RFP includes a detailed inventory of 133 service locations with specified quantities for fire alarm, alarm, and elevator connections at each facility. The pre-proposal conference is scheduled for Tuesday, September 29, 2026, at 10:00 AM CST via Microsoft Teams. The deadline for submitting written questions is Friday, October 2, 2026, at 10:00 AM CST, with proposals due electronically through the FBISD Electronic Bidding Portal (Bonfire) by Wednesday, October 21, 2026, at 10:00 AM CST. Demonstrations or interviews are tentatively scheduled for November 2, 2026, with board presentation and award notification anticipated in January 2027. The initial contract term is three years with the option for the District to renew for up to two additional one-year terms.

The District requires transparent, predictable pricing with all recurring and non-recurring charges clearly identified and disclosed in the cost proposal. Vendors must provide monthly billing statements in electronic format with service location information and detailed invoices. The evaluation will not be based solely on price; proposals will be scored on a 100-point scale considering purchase price (30 points), vendor reputation and reference feedback (5 points), quality of services including MFVN experience and support capabilities (25 points), extent to which services meet District needs (25 points), vendor's past relationship with the District (5 points), long-term cost including installation, maintenance, and expansion costs (10 points), and acceptance of the District's standard service agreement (pass/fail). Vendors must maintain a minimum 99.999% uptime Service Level Agreement, provide 24/7 support for service-affecting outages, obtain all necessary permits and licenses, and comply with all applicable federal, state, and local laws and regulations. The District reserves the right to make one award, multiple awards, or no award, and may conduct a Best and Final Offer process if deemed necessary.
