About this file
This is a Request for Quote (RFQ) issued by the Iowa Department of Natural Resources (DNR) for the procurement of water quality monitoring equipment under solicitation number 26CRDFBCLULL-0031G. The DNR is seeking to purchase four Solinst Eureka Manta+35 Water Quality Probes, multiparameter sondes designed for monitoring water quality in fresh, brackish, and marine environments. Each sonde will be equipped with standard sensors including temperature, dissolved oxygen, pH, conductivity, turbidity, and a chlorophyll A sensor with a central wiping system to reduce biofouling. The procurement also includes eight external lithium-ion battery packs and two battery chargers as accessories. Quotes are due March 5, 2026, at 2:00 PM CST, with delivery required to 112 252nd Ave, Spirit Lake, Iowa 51360 on or before April 1, 2026, on an FOB Destination basis. No site visits, bidder's meetings, or formal award dates are specified in the solicitation materials.
Bidders must be authorized manufacturer representatives capable of extending manufacturer warranties and must accept the DNR Standard Contract Terms and Conditions. The RFQ permits vendors to propose State of Iowa-approved equivalent products with full specifications and clearly noted deviations, though the specified Manta+35 model illustrates the desired characteristics. Pricing terms follow Iowa Code 8A.514, allowing the State of Iowa sixty days to pay invoices, though bidders may offer discounts for accelerated payment within fifteen or thirty days. No set-asides, incumbent vendors, budget values, or award ranges are identified in the available documentation. All quotes must be submitted via the IMPACS Electronic Procurement System, with inquiries directed to Colton Lullmann, Procurement Specialist 3, at the DNR office in Des Moines or via Procurement@dnr.iowa.gov. The DNR reserves the right to reject any or all quotes and to cancel the solicitation at any time prior to contract execution.
