Ralph Brennan Water Treatment Plant Storm Hardening & Resiliency Project

This Request for Qualifications (RFQ) is issued by the City of Daytona Beach, Florida, for progressive design-build services to harden and upgrade the Ralph Brennan Water Treatment Plant (WTP), the city's only potable water treatment facility serving over 100,000 customers. The project encompasses four primary components located at the WTP—electrical system replacement, lime softening basin expansion, finished storage expansion, and chlorine generation system conversion—plus an optional fifth component for distribution system hardening. The project addresses infrastructure vulnerabilities from extreme weather events, improves operational efficiency through replacement of obsolete equipment, and increases process reliability through system redundancy. The RFQ was released August 18, 2026, with a pre-proposal meeting on August 26, 2026, and a non-mandatory site visit on September 2, 2026, both at the WTP located at 3651 LPGA Boulevard, Daytona Beach, Florida. Questions and interpretation requests are due by September 15, 2026, at 5:00 p.m., with RFQ responses due September 22, 2026, at 2:00 p.m. Step 1 evaluation (Selection Committee Meeting) is scheduled for the week of October 5, 2026, followed by Step 2 interviews the week of October 26, 2026. Contract negotiations are anticipated to begin the week of November 2, 2026, with City Commission approval expected in February 2027. The anticipated final project completion date is July 2031, with a funding hard deadline of December 15, 2031.

The project is fully funded through the Supplemental Appropriation for Hurricanes Helene and Milton and Hawai'i Wildfires (SAHM) under Florida's Drinking Water State Revolving Fund (DWSRF) with a sponsor cap allocation of $35,139,169 and an additional $7,435,831 on the waiting list; additional funding may be sourced from the General SRF Program or other eligible grant programs. The project must comply with American Iron and Steel (AIS) and Davis-Bacon Wage Rate statutes; Build America Buy America (BABA) requirements may apply if supplemental federal funding is added. The designer must meet qualifications of professional services as defined in Florida Statutes 287.055(2), and the design-build team must meet qualifications as defined in Florida Statutes 287.055(5). A single master contract will be issued with multiple Guaranteed Maximum Price (GMP) submissions anticipated to procure long-lead items and address critical vulnerabilities sequentially. Evaluation will occur in two phases: Phase 1 assesses team qualifications (15%), collaborative delivery approach (20%), builder past performance (35%), and designer past performance (30%); Phase 2 (for shortlisted teams) evaluates team organization (20%), team member qualifications and experience (30%), and project understanding and delivery approach (50%). Design-build teams must demonstrate experience with water treatment facility projects of at least 15 million gallons per day permitted capacity, substantially completed within ten years of the RFP due date.

1. INTRODUCTION

1.1. Summary

The City of Daytona Beach is hereby soliciting responses from qualified Design-Build Teams to provide progressive design build services for the design and construction of a hardening and upgrades project at the Ralph Brennan Water Treatment Plant (WTP).

The project consists of four individual components located at the WTP with a fifth component that covers the potable water distribution system. This project will address several key needs within the City’s only water treatment facility including hardening critical infrastructure and improving operational efficiency and reliability.

Ralph Brennan WTP

The Ralph Brennan WTP is the City’s only water treatment facility and provides potable water to over

100,000 customers located throughout the Cities of Daytona Beach and South Daytona and portions of

Daytona Beach Shores and unincorporated areas of Volusia County. The WTP was originally constructed in the mid-1970’s and was expanded in the mid-1980’s. Since that time, process specific improvements have taken place, but no plant-wide projects have occurred. The WTP is permitted as a lime softening treatment facility capable of treating up to 24 million gallons per day (MGD) of potable water. Given the age of the facility and being located within a coastal community, the facility is highly susceptible to impacts from extreme weather events such as hurricanes. Localized site flooding has occurred on-site during past hurricane events and wind-driven rain has rendered electrical components inoperable. In addition to the environmental vulnerabilities, various treatment components have been identified to have reliability concerns, including operational deficiencies and equipment obsolescence.

A complete Design Criteria Package is included with the RFQ and provides further details on the project and its individual components.

Project Funding

This project is fully funded by the Supplemental Appropriation for Hurricanes Helene and Milton and

Hawai'i Wildfires (SAHM) under the State of Florida's Drinking Water State Revolving Fund (DWSRF).

SAHM funding was eligible due to damage sustained and disruption of essential functions where there was potential impact to public health caused by Hurricane Milton. In June 2025, the City submitted a

Request for Inclusion (RFI) for funding related to damage sustained from Hurricane Milton and, in

November 2025, the City was placed on the SAHM Priority List for the Sponsor Cap amount of

$35,139,169, with an additional $7,435,831 placed on the waiting list. Depending on construction costs, the SAHM allocation may need to be supplemented with additional funding. While it is anticipated that any additional funding needed will come from the General SRF Program, the selected Design-Build Team will work with the City to identify and apply for other grant programs for which this project might be eligible for. Additionally, limited portions of the project will be funded directly by the City.

The following provisions will apply to this project given SRF funding:

• FDEP Supplementary Conditions have been included with the RFQ for reference as they will be applicable to the construction phase of this project.

Request For Proposal #2659RFQ Title: 2659RFQ - Ralph Brennan WTP Storm Hardening & Resiliency Project

• Given the project funding mechanisms, the entirety of this project will be required to comply with

American Iron and Steel (AIS) and Davis-Bacon Wage Rates statutes. Should the project be fully funded from the SAHM allocation, Build America Buy America (BABA) requirements will not apply to this project. However, if supplemental federal funding is added to this project, then BABA may become applicable. In that case, the Design-Build Team may be asked to provide cost analytics with BABA during creation of the guaranteed maximum price submissions (GMPs) to determine if a waiver is justified.

• The Designer on the selected Design-Build Team shall meet the qualifications of 'professional services' as defined in F.S. 287.055 (2).

• The Design-Build Team shall meet the qualifications of a 'design-build' team as defined in F.S.

287.055 (5).

4.3. FDEP SRF SUPPLEMENTARY CONDITIONS

FDEPs Supplementary Conditions for formally advertised construction procurement will apply to this project given the SRF funding associated with it. The latest version of this document is attached to this advertisement for reference.

4.4. CONTRACT ARRANGEMENT

A single contract will be issued for this project; however, it is anticipated that multiple GMPs will be issued to help procure long lead items, address the most critical vulnerabilities first, and ensure the project schedule is maintained. During the design phase of the project, the Design-Build Team will work with the City to determine the appropriate number and delineation of GMPs. The design phase at which the GMPs will be developed will be negotiated with the selected Design-Build Team, but Final GMPs will be developed no later than 90% design. The GMP process will involve an open-book breakdown of overall cost and will require the Design-Build Team to competitively bid the individual construction packages, which will be identified during design based on maximizing competition. The Design-Builder will be permitted to self-perform construction packages subject to being identified as the successful low bidder in accordance with the Contract documents.

The Purchasing Code, Chapter 30, Code of the City of Daytona Beach, sets forth the general review procedures for competitive sealed Offers. Under the Purchasing Code, the City Manager is required to evaluate and rank Responsive Proposals in accordance with the criteria identified in the Solicitation.

Before submitting a recommendation for final action on this Solicitation to the City Commission, the City

Manager is authorized to “shortlist’ and negotiate with one or more of the Proposers who submitted the highest ranked Proposals. As part of these negotiations, the City Manager may request revised Offers from shortlisted Proposers.

The City Manager has adopted a policy delegating the task of initially ranking Responsive Offers to a

Selection Committee. The Selection Committee may require personal interviews with Proposers before submitting its recommendations to the City Manager.

5.8. REJECTION OF OFFERS

The City reserves the right to reject any or all Proposals in whole or in part and to award by items, parts of items, or by any aggregate group of items specified. The City also reserves the right to waive technical defect when in its judgment the best interests of the City thereby will be served.

The City’s Selection Committee will review, rank, and shortlist all Proposals received by the established deadline for submission. Oral presentations by the short-listed Proposers to clarify their Offers may be required. These presentations will serve to explain implementation techniques integral to the written Proposal. Subsequent to the receipt of Proposals, the City may schedule a time for each requested oral presentation at a place convenient to the City.

B. The City’s Selection Committee will then rank each Proposal and prepare a recommendation for approval by the City Manager. Upon receipt of the City Manager’s approval, the City’s Project

Manager shall negotiate a contract with the highest ranked Proposer(s) approved by the City

Manager. Should the Project Manager be unable to negotiate a satisfactory contract with the any of the shortlisted Proposers, the City Manager, or designee, shall terminate such negotiations with any or all of the shortlisted Proposers and begin negotiations with remaining Proposers based on ranking, until negotiations are successful or this Solicitation is cancelled.

C. The City Commission has the sole authority to bind the City to the terms and conditions of a contract that has been approved in a public meeting of the City Commission. The City

Commission reserves the right to modify or reject any contract for the acquisition of goods and/or services submitted to it for consideration.

5.13. TAXES

All Proposals shall be exclusive of federal taxes. Tax exemption certificates will be furnished upon request.

5.14. FLORIDA PUBLIC RECORDS LAW

F.S. §119, states that Offers are not public record for 30 days from the date of the opening of the Offers or the date a Notice of Intent to Award is posted, whichever is first. Thereafter, all Offers will be open for a personal inspection by any person pursuant to Public Records Law.

If the Proposer believes that the Offer or any portion thereof is permanently exempt from disclosure under the public records laws, the Proposer must state the grounds for this position in CAPITAL LETTERS in a certified letter addressed to the Purchasing Agent and received at least 3 days prior to the Offer opening. The Proposer will be contacted prior to the opening of the Offer and a determination will be made as to whether or not it is exempt prior to opening. Agreement, Contractor shall, at no additional charge or cost to the City, immediately cure any such deficiencies without delay to the satisfaction of such Enforcement Agency. Contractor further agrees that it shall, to the extent permitted by law, indemnify, defend, and hold harmless the City against any and all claims, sanctions, or penalties assessed against the City, which claims, sanctions, or penalties arise or otherwise result from the Contractor's failure to comply with the ADA or WCAG 2.0 AA, for online or internet services or products.

If a required policy is canceled without DESIGN BUILDER’s prior knowledge DESIGN BUILDER will immediately notify the CITY immediately upon becoming aware that a required insurance coverage has been canceled for any reason, and promptly replace the canceled policy. The CITY expressly reserves the right to replace the canceled policy at DESIGN BUILDER’S expense if DESIGN BUILDER fails to do so.

The Risk Management Division of the CITY will provide such written notification at the request of DESIGN BUILDER if the request is made no earlier than two weeks before the work is to be completed.

(f) Liabilities Unaffected. DESIGN BUILDER’s liabilities under this Contract will survive and not be terminated, reduced or otherwise limited by any expiration or termination of insurance coverages. Similarly, DESIGN

BUILDER’s liabilities under this Contract will not be limited by the existence of any exclusions or limitations in insurance coverages, or by DESIGN BUILDER’S failure to obtain insurance coverage.

DESIGN BUILDER will not be relieved from responsibility to provide required insurance by any failure of the

CITY to demand such coverage, or by CITY’s approval of a policy submitted by DESIGN BUILDER that does not meet the requirements of this Contract.

7. EVALUATION CRITERIA

The proposed evaluation is an initial process to elicit a short list of Proposers; with the contract awarded not necessarily to the consultant of least cost, but rather to the consultant with the best combination of attributes (i.e., qualifications and experience, technical approach, and cost), based upon the evaluation factors specifically established for this solicitation.

The weighted evaluation criteria in the EVALUATION CRITERIA will be used to evaluate Offers and develop a recommendation to the City Manager. Each criterion will be scored between 0 and 5; 0=non-responsive

1=poor, 2=below average, 3=average, 4=above average, 5=excellent. Scores will be multiplied by the criterion weight for a weighted score; weighted scores will be totaled for the weighted total score.

Proposal Evaluation Criteria and Submittal Information

The evaluation of qualified Design-Build Teams will be conducted in two phases by the Selection

Committee. The Selection Committee consists of following individuals: Chief Financial Officer/Designee, City Engineer, Utilities Director/Designee, Ralph Brennan WTP Superintendent/Designee, Utilities

Sustainability and Resiliency Officer/Designee. Phase 1 will include the submission of written Proposals.

Teams will move on to Phase 2, which includes an Interview/Presentation to be heard an evaluated by the Selection Committee. At the conclusion of Phase 2, the Selection Committee will make a recommendation of the most qualified Team for the City Manager’s approval. The evaluation criteria for each step of the process are outlined below. For the purposes of the written response, the Design-Build

Team will be referred to as the “Team”.

When asked to supply information for the corporate entities, only information regarding the Designer(s) and Builder(s) is needed. No information needs to be submitted for subconsultants or trades, unless specifically asked for.

If short-listed for interviews, and to aid the Selection Committee, please submit an Organizational
