The project encompasses comprehensive design services including architectural design, structural evaluation, mechanical/electrical/plumbing engineering, fire protection, medical gas and vacuum systems, lighting design, acoustical engineering, IT/AV/security systems design, code compliance review, and coordination with university stakeholders. The scope of work requires the consultant to develop complete, bid-ready design documents through multiple phases: Program Phase, Schematic Design Phase, Design Manual Phase, Construction Document Phase, and Bid Documents and Bid Phase Services, followed by Construction Administration. The design duration is 12 months, with an estimated 18-month construction period following completion of design documents. Questions regarding the RFQ must be submitted through the web-based sourcing system by September 1, 2026 at 12:00 PM EST. The project will be located in an occupied academic building requiring comprehensive phasing to maintain continuous operations throughout construction.
The program budget is estimated at $20,000,000, inclusive of all design fees, construction costs, and equipment costs, with pricing submitted as a single, fixed, all-inclusive amount covering all labor, supervision, coordination, travel, and administrative costs. The proposal must incorporate all Construction Phase and General Administration services, including field observations at not less than twice monthly for the consultant and subconsultants, submittal review within 15 working days, and post-construction inspections. SUNY has established contracting goals including a 3.00% Service-Disabled Veteran-Owned Business (SDVOB) goal, 16.00% Minority Business Enterprise (MBE) goal, and 14.00% Women Business Enterprise (WBE) goal. The prime consultant team must demonstrate direct experience in medical and nursing education facility design and engage a qualified AV/IT subconsultant with specific experience in healthcare and simulation laboratory design. SBU/ RFQ Design Services - Nursing Simulation Center 26/27-017MC
Scope of Services
Background The Stony Brook University School of Nursing has been selected as a State University of New York (SUNY) Regional Nursing Simulation Center, one of only three in New York State.
This selection will enable SBU to create a new simulation center at Stony Brook that includes the latest simulation technologies to help train more students and enhance their overall experience of nursing education.
The simulation center will provide high-quality, hands-on training for some of the most needed clinical practice areas in health care, such as labor and delivery, high acuity cases, and community health.
Currently, simulation baccalaureate nursing curriculum is integrated into every clinical course in the School of Nursing. Due to space constraints, students are rotated through the Learning Resource Center in small groups, which enables hands-on experiences in the simulation lab under the supervision of the lab director and clinical faculty. The expansion of simulation training and a new dedicated center will streamline this workflow.

Scope of Services The consultant shall provide full architectural and engineering design services required to deliver a complete, code-compliant, and fully functional simulation center for the School of Nursing.
Program Elements
The capital investment will fund the construction of core spaces: 16 bay hospital-style learning lab; 8 training/examination rooms; a Home Care and Life Skills Suite; a Simulation Suite with a nurses’ station, a single hospital room, a double hospital room, and a small briefing/ team collaboration space; a Flex space with large capacity divisible into 3 smaller spaces with movable walls to serve as a skills practice area, briefing room, and team lounge; shared meeting room/ conference room; lockers with electronic charging capabilities; ample storage space; large control center for operations; and offices for Director of Simulation, support staff and faculty. The walls, floors, and ceilings will be built to accommodate essential features like soundproofing, durable finishes, and medical-grade materials. Additionally, modular designs will be implemented to allow for flexible room configurations and inclusive accessibility.
Funds will support the creation of collaborative spaces, such as a briefing room, conference room, and team lounge. These areas are essential for promoting IPEC competencies and simulation-education best-practices such as briefing sessions, allowing students to prepare for and reflect on simulations, and engage in collaborative discussions. Soundproofing and video conferencing capabilities will be installed to facilitate quiet, private, and technology-enhanced discussions. Simulcast software will be used to leverage technology enhanced simulation training at remote partner sites.
Investment funds will be allocated for specialized infrastructure to support high-tech simulation equipment, including wiring for audiovisual systems, data connectivity, and power supply to support high-fidelity simulators and medical equipment. This includes reinforced structural supports for any heavy equipment and installation of backup power sources for uninterrupted simulation sessions.
Construction funding will cover HVAC systems to provide adequate ventilation and climate control to mimic real healthcare settings. Electrical and plumbing systems will be installed with the capacity to support medical gasses, such as oxygen and suction systems, necessary for realistic simulation scenarios. Plumbing will also support hand-washing stations and an accessible restroom facility, ensuring a hygienic and ADA-compliant environment.
Construction funding will also be used to meet building codes and healthcare-specific safety regulations, including fire alarm and sprinkler systems, emergency exits, and ADA accessibility features. Safety protocols will be built into the design, such as easy access to emergency response tools, first aid supplies, and appropriately located exits to support emergency evacuation.
A portion of the funding will support environmentally sustainable building practices, including energy-efficient lighting, low-flow plumbing fixtures, and the use of eco-friendly construction materials. The Simulation Center will be built with sustainability in mind, aiming to reduce its environmental footprint and ensure long-term operational efficiency.
Final construction funds will go toward interior finishes and furnishings that replicate a realistic healthcare setting. This includes painting, flooring, cabinetry, countertops, and furnishings that reflect clinical environments. All finishes will be selected for durability, ease of cleaning, and to provide realistic immersive experiences for students.
This project may also include more specialized simulation environments as program development progresses.
