About this file
This Request for Information (RFI) is issued by the Pennsylvania Department of Agriculture (PDA) to solicit information from qualified vendors regarding commercially available Radio Frequency Identification (RFID) technologies for tracking and managing reusable transport crates throughout Pennsylvania's live bird market supply chain. The PDA seeks solutions that provide end-to-end visibility of transport crates from origin through transportation, distribution centers, live bird markets, and return transportation, with particular emphasis on integration with the existing TraceFirst CoreOne platform. The RFI requests comprehensive information on RFID product portfolios, system architectures, operational capabilities across the complete crate lifecycle (farm locations, cleaning facilities, bird loading, transportation, distribution, markets, and sanitization), scanning performance metrics, mobile capabilities, reporting functions, security features, and reliability specifications. Vendors must submit responses within 45 days of the August 25, 2026 issuance date, with the Department anticipating information review completion within 30 days of receipt and potential vendor demonstrations thereafter. The RFI schedule indicates vendor questions may be submitted within 30 days of issuance.
This RFI is issued solely for planning, market research, and information gathering purposes and does not constitute a formal solicitation or procurement vehicle. The Commonwealth of Pennsylvania is under no obligation to issue a subsequent solicitation, award a contract, or reimburse vendors for response costs. While vendors are encouraged to provide budgetary information covering hardware costs, software licensing, professional services, training, and maintenance for planning purposes, no pricing proposals are being formally requested. Participation in this RFI is voluntary and neither guarantees nor precludes participation in any future procurement proceeding. The Department specifically seeks vendor experience with agricultural applications, food safety, animal health, government projects, logistics, and comparable RFID implementations, with preference given to references demonstrating relevant sector experience.
