About this file
This document is a Title VI Assurances document from the Maricopa County Department of Transportation (MCDOT), involving the U.S. Department of Transportation, Federal Highway Administration, and Arizona Department of Transportation. The assurance outlines the county's commitment to comply with federal non-discrimination regulations, specifically Title VI of the Civil Rights Act of 1964. The document provides comprehensive guidelines for ensuring non-discriminatory practices across all federally assisted programs, activities, and facilities, with particular emphasis on preventing discrimination based on race, color, or national origin.
The assurance covers multiple aspects of non-discrimination, including requirements for solicitations, contracts, property transfers, and service provisions. It mandates that MCDOT will insert specific non-discrimination clauses in all bids, proposals, contracts, and agreements, and will ensure that disadvantaged business enterprises are afforded full and fair opportunities. The document also outlines the department's obligations to maintain compliance across all programs and activities, regardless of funding source, and provides mechanisms for enforcement, including the potential for terminating agreements or repossessing property in cases of non-compliance. The assurance is binding on MCDOT, its sub-recipients, contractors, and successors, and extends to the entire period during which federal financial assistance is provided.
