Award Recommendation and Evaluation Synopsis Summary

This is an Award Recommendation and Evaluation Synopsis document issued by the Michigan Department of Technology, Management, & Budget's Procurement Office for RFP 260000000510 regarding the Prevailing Wage Registration and Certified Payroll Hub system. The State solicited a contractor to develop a centralized platform designed to collect wage data, generate prevailing wage rates, manage contractor registration, and ensure bid and payroll compliance with Michigan Act 10 of 2023. The RFP was posted on SIGMA VSS on December 5, 2025, with a proposal due date of January 23, 2026. Three vendors submitted proposals: Infosys Public Services, Inc., EarnStride LLC, and Kunz, Leigh and Associates (KL&A). The contract term consists of five base years with up to five renewal options. The Notice of Intent to Award was issued on July 29, 2026, pending State Administrative Board approval.

The evaluation committee scored proposals on four technical criteria: Project Scope (30 points), Schedule A – Attachment 1 Business Specifications Worksheet (40 points), Resume Templates (15 points), and Vendor Questions Worksheet (15 points). Infosys Public Services, Inc. achieved the highest score of 97.9525 out of 100 points, followed by EarnStride LLC with 84.3337 points and KL&A with 76.1908 points. The State awarded the contract to Infosys Public Services, Inc., in the amount of $2,991,109.51 following negotiations that reduced their initial proposal by $135,354.00. Infosys proposed a fully State-hosted solution with a tiered architecture, competitive pricing significantly lower than competing proposals, and a project team with relevant prevailing wage system experience. EarnStride LLC's proposal included substantial licensing costs totaling $6,400,000 for base years and option years combined, while Infosys proposed zero licensing fees with implementation costs of $2,571,726.00 and maintenance and support costs of $419,383.51 for base years.

InfoSys Public Services, Inc. provided the best value to the State. Best value factors for Award Recommendation include:

· The vendor proposed a fully State‑hosted solution, which aligns with the State’s preferred hosting approach and supports security, service level agreements, and long‑term maintainability.

· The technical architecture was another strong factor. InfoSys designed the system to support the State’s specified concurrent user requirements. The platform can scale up or down dynamically without intervention and without affecting performance.

· InfoSys also clearly defined its tiered architecture layers, making it easy for the State to understand how the solution was constructed and how different components interact.

· From a project management standpoint, InfoSys aligned their meeting and project timeline practices with State standards and committed to providing sprint reviews every two weeks. They accepted the State’s implementation milestone schedule and even offered a project timeline that is more favorable than the one originally proposed by the State.

· The strength of their proposed project team contributed significantly to their best‑value standing. The resumes submitted for the Contractor’s Project Manager, Security Officer, and Technical Lead each demonstrated Prevailing Wage system experience that meets and exceeds the State’s requirements. Their qualifications and depth of expertise provide confidence in InfoSys’s ability to manage, secure, and technically deliver the solution.
