Summary: 26-70RFQ Environmental Consulting Services

This is a Request for Qualifications (RFQ) issued by the City of McKinney, Texas, seeking statements of qualification from environmental consulting firms to provide on-call professional services for the Human Resources Risk Department. The RFQ solicits firms capable of delivering environmental consulting services across multiple project areas, though specific service categories and deliverables are not detailed in the provided documentation. The document establishes a framework for an on-call contract structure, allowing the City to engage qualified firms for environmental consulting needs as they arise. Response requirements, submission deadlines, any mandatory site visits or bidders' conferences, and the anticipated award date and contract term with renewal options are not specified in the available file content.

Pricing terms, evaluation criteria for qualification submissions, information regarding any small business or minority-owned business set-asides, details on incumbent contractors, funding sources, and budget allocations are not detailed in the provided excerpt. The RFQ appears designed to establish a pool of pre-qualified environmental consulting firms available for task order issuance, though the specific scope of work, qualifications required, and procurement conditions require review of the complete RFQ document for comprehensive evaluation.

SECTION 6 - CERTIFICATE OF INTERESTED PARTIES (FORM 1295)

(Required by Awarded Vendor(s) Only)

In 2015, the Texas Legislature adopted House Bill 1295, which added section 2252.908 of the Government Code. The law states that a governmental entity or state agency may not enter into certain contracts with a business entity unless the business entity submits a disclosure of interested parties to the governmental entity or state agency at the time the business entity submits the signed contract to the governmental entity or state agency. The disclosure requirement applies to a contract entered on or after January 1, 2016.

Filing Process:

The commission has made available on its website a new filing application that must be used to file Form 1295. A business entity must use the application to enter the required information on Form 1295 and print a copy of the completed form, which will include a certification of filing that will contain a unique certification number. An authorized agent of the business entity must sign the printed copy of the form. The completed Form 1295 with the certification of filing must be filed with the City of McKinney.

The City of McKinney must notify the commission, using the commission’s filing application, of the receipt of the filed Form 1295 with the certification of filing not later than the 30th day after the date the contract binds all parties to the contract. The commission will post the completed Form 1295 to its website within seven business days after receiving notice from the City of McKinney.
