Arsenic 50 mg/kg Cadmium 10 mg/kg Chromium 50 mg/kg Lead 50 mg/kg Mercury 2 mg/kg Selenium 10 mg/kg Silver 50 mg/kg

5. PERFORMANCE EVALUATION PROCEDURE:

Bench-scale testing will be performed by a Third-Party selected by NTMWD on each of the ACH samples submitted by Bidders and NTMWD will evaluate each product’s respective performance based on the Third-Party testing results. The raw water source used for evaluating bids will be from Leonard WTP.

The performance of ACH will be compared to the existing plant coagulant, ferric sulfate, and evaluated for relative performance. The optimal ACH dose must provide equal or better performance compared to the existing plant coagulant, ferric sulfate, for the bid to be considered. Once performance is proven, the Performance Adjusted Cost of the ACH will be calculated and the bidder with the lowest Performance Adjusted Cost will be selected.

Performance Testing The ACH provided will be tested against ferric sulfate via jar testing to identify the relative performance of ACH for that water quality. The testing is to be conducted by a Third-Party, to be selected by NTWMD. The Third-Party is required to have two representatives competent in the methodology of conducting jar testing of coagulants. One NTMWD representative is also required to be present to oversee the testing. Prior to testing, NTMWD is to anonymize all ACH products being tested, so the Third-Party is unaware of which vendor’s product is being evaluated. A minimum of two tests are to be conducted to verify the results of the testing. If the Performance Factors (PF) of the two tests are within +/-15% of each other, then the tests will be considered representative. If the two tests differ by a greater amount, a third jar test will be conducted, and the results of the best two of the three tests will be considered.

The procedures for testing are as follows:

• NTMWD has provided the range of key water quality parameters over the past two (2) years (Attachment A) to allow the vendor to provide input on an expected ACH dose range for the water quality. The following raw water information is provided:

o Turbidity o TOC o Temperature o pH o Alkalinity o Historic coagulant dose

• The range of ACH doses is to be selected by the Third-Party, utilizing information such as, but not limited to, previous jar testing and vendor input on the Bid Pricing Form.

• The current dose of ferric sulfate being used for that day’s plant operations is to be determined.

• One round of six (6) jar tests is to be conducted:

o Jar 1 – current day’s optimal dose of ferric sulfate o Jar 2 – minimum dose of ACH range o Jar 3 – 25th percentile of ACH range o Jar 4 – midpoint dose of ACH range o Jar 5 – 75th percentile of ACH range o Jar 6 – maximum dose of ACH range

The ACH performance and optimal ACH dose is to be determined by evaluating remaining dissolved organic carbon (DOC), filterability, and turbidity data. The PF will be calculated to confirm performance relative to ferric sulfate and to compare the overall cost of each of the ACH products tested. The ferric sulfate, as the existing coagulant, will be used as the baseline, with a PF of 1. The PF for each dose of ACH will be calculated in reference to this baseline, with the resulting value being divided by the relevant ferric sulfate value. The PF will be used to evaluate if the ACH dose performed equal to or better than the ferric sulfate. The lowest dose that provided a PF of 1 or less for all parameters tested would be selected as the optimal dose.

The formulas used to determine the percentage difference between jar test trials are:

𝑃𝑎𝑟𝑎𝑚𝑒𝑡𝑒𝑟𝐴𝐶𝐻

Optimal Dose?

Test ACH Dose 1 N N N

Test ACH Dose 2 Y Y Y

Test ACH Dose 3 Y Y N

Test ACH Dose 4 Y Y N

Test ACH Dose 5 Y Y N

In the above example, only two jar tests were conducted since average PFs were within +/-15% between Jar Test 1 and Jar Test 2. The dose selected for evaluation will be the lowest dose selected that meets or exceeds the performance of the ferric sulfate. In this case, Dose 2 would be selected since it is the lowest dose that performed equal to or better than ferric sulfate in all tested parameters in both Jar Tests.

Performance Adjusted Cost Determination Once receiving the evaluation data, the District will calculate the Performance Adjusted Cost for each product. The Performance Adjusted Cost is obtained by multiplying the Bid Unit Cost, in units of $/ton of active ACH, and the

Optimal Dose. The ACH with the lowest Performance Adjusted Cost will be deemed as the lowest Bid (if Bid submittal meets all other requirements delineated in the issue for bid). The following formula applies:

𝐵𝑖𝑑 𝑈𝑛𝑖𝑡 𝐶𝑜𝑠𝑡 (

𝑇𝑜𝑛𝑆𝑜𝑙𝑢𝑡𝑖𝑜𝑛

) ∗ 𝑊𝑡% 𝐴𝐶𝐻 ∗ 𝑂𝑝𝑡𝑖𝑚𝑎𝑙 𝐷𝑜𝑠𝑒 (

𝑚𝑔

𝐿 ) = 𝑃𝑒𝑟𝑓𝑜𝑟𝑚𝑎𝑛𝑐𝑒 𝐴𝑑𝑗𝑢𝑠𝑡𝑒𝑑 𝐶𝑜𝑠𝑡 (

$ ∗ 𝑚𝑔

𝑇𝑜𝑛𝐴𝐶𝐻 ∗ 𝐿

See an example evaluation in the table below:

Product Cost ($/Ton- Solution)

Wt% ACH Optimal Dose (mg/L as ACH)

Performance Adjusted Cost

ACH Product 1 2000 50% 25 25,000

ACH Product 2 2500 50% 30 37,500

ACH Product 3 1800 50% 25 22,500

In the above example, ACH Product 3 would be selected as it has the lowest Performance Adjusted Cost.
