Award is anticipated within approximately 90 days, and the successful contractor must commence work within 14 days of receiving the Notice to Proceed and complete assigned work within 60 calendar days after Purchase Order issuance. No pre-bid conference is required.
Pricing shall be submitted on a per-ton basis for asphalt with all specified work included in the bid price, and prices must remain firm for 90 days from bid opening. Contract pricing shall remain firm for a minimum of three months and be reviewed quarterly, with subsequent price changes effective only upon written City approval; contractors must absorb the first 5% of any price increase over the originally bid price. Liquidated damages are assessed at $300 per calendar day for delays beyond the completion date. The contractor must provide Commercial General Liability insurance (minimum $1 million per occurrence), Commercial Automobile Liability coverage (combined single limit $1 million), and Workers' Compensation coverage. A local merchant preference may apply when bids are equal in price, quality, and service. Required submittals include a Bidder's Certification Form, Drug Free Workplace Preference Form, and Public Entity Crimes Form. Electronic bids must be submitted through www.BidNetDirect.com.
