About this file

This is a Services Fees Form (Appendix D) for a Request for Proposals issued by the City of Seattle through Seattle Public Utilities for long-haul transportation and disposal services of non-recycled solid waste. The contract will replace the current long-haul and disposal agreement and requires the selected contractor to receive compacted, containerized garbage from SPU's transfer stations and other City-authorized customers, transport the material to an approved disposal facility, and return empty containers to maintain required inventory levels. The resulting services contract is estimated to have a total value between $350,000,000 and $450,000,000 over the full contract term. All technical requirements are contained in the Contract (Appendix A), and the City welcomes innovative approaches and beneficial alternatives that support its priorities.

The Services Fees Form establishes the pricing structure for solid waste services, including three primary fee categories: Receiving and Transport Services (per ton), Landfill Tipping Fees (per ton), with a combined total fee per ton to be submitted by proposers. The contractor is responsible for invoicing City customers directly at the City-published rate effective on the date of service delivery and must remit all collected fees to the City. The City will compensate the contractor with the specified Receiving Services, Transport Services, and Landfill Tipping Fees. Additionally, the form requests pricing for on-call support services including truck and driver hourly rates, driver-only rates, truck-only rates, chassis rentals (48-foot and 20-foot), additional container daily rates, and a fuel surcharge percentage. All tipping fees are subject to adjustment in accordance with Section 6 of the contract, and contractors must provide detailed schedules of on-call support service rates, including any applicable minimum charges and conditions of service.
