About this file
This is a Memorandum for File documenting a synopsis waiver decision for a federal contract solicitation. The Defense Logistics Agency (DLA) Weapons Support at Oklahoma City, located at Tinker Air Force Base, Oklahoma, has waived the requirement to publish a synopsis for solicitation SPRTA1-26-Q-0248 (PR 26-00182) in accordance with FAR 5.202(a)(13). The waiver is justified because the acquisition is not expected to exceed the simplified acquisition threshold, the solicitation will be made available through Contract Opportunities (the Government Point of Entry or GPE), and offerors will be permitted to respond electronically via email. The memorandum cites 41 USC Section 426's definition of electronic commerce to support the determination that synopsis publication is not required when these conditions are met.
The waiver was approved by Logan M. Hurtz, M.S., a Contract Specialist with DLA Weapons Support at Oklahoma City, on March 4, 2026. This memorandum serves as the official file documentation supporting the decision to proceed with the solicitation without public synopsis notice while maintaining electronic access and response capabilities through standard government contracting channels.

MEMORANDUM FOR FILE
SUBJECT: Synopsis Waiver
Exception is taken to this requirement solicitation SPRTA1-26-Q-0248 for PR 26-00182 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:
(i) Is for an amount not expected to exceed the simplified acquisition threshold.
(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.
(iii) Permits the public to respond to the solicitation electronically.
Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.
Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
