About this file
This document is a Single Source Justification (Simplified Acquisition) for relocating a video wall and audiovisual equipment from the E&L Building to Building 1711 (Hangar I), Room 216. The contract is with Fuzzbuzz Technologies, Inc., who is being sole-sourced due to their proprietary knowledge of the custom-built Spectrum Display System. Key justifications include Fuzzbuzz's unique technical expertise, ability to preserve system warranties, ensure operational continuity, and avoid duplicative engineering costs. The contracting activity is 45 CONS, the Purchase Request/Local ID Number is FA252125QB197, and the Contracting Officer, Cynthia Whittaker, determined on 19 Aug 25 that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Yes No Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan?
Contracting Activity: 45 CONS
Project/Program Name: Hangar I video Wall relocation
Purchase Request / Local ID Number: FA252125QB197
Estimated Contract Cost (including Options):
Relocate the existing video wall and associated audiovisual (A/V) equipment from the E&L Building to Building 1711 (Hangar I), Room 216, to support departmental relocation and operational continuity.
Fuzzbuzz Technologies, Inc. is the only responsible source capable of performing the required work due to the following:
• Proprietary System Knowledge: Fuzzbuzz possesses unique technical knowledge of the custom-built Spectrum Display System, including proprietary control logic, cabling architecture, and integration protocols.
• System Integrity & Warranty Preservation: Engaging a third party would risk voiding warranties and compromising system performance.
• Operational Continuity: The relocation must be executed without disrupting mission-critical spectrum monitoring operations. Fuzzbuzz’s familiarity with the system ensures minimal downtime and seamless transition.
• Cost Efficiency: Re-engaging the original contractor avoids duplicative engineering, re-design, and testing costs that would be incurred by onboarding a new vendor.
• Time Sensitivity: The relocation is time-critical to align with facility transitions and mission schedules. Fuzzbuzz’s prior experience and readiness enable expedited execution.
Market research determined that this requirement must be pursued on a sole source basis due to the following factors:
• Proprietary System Knowledge: Fuzzbuzz possesses exclusive technical expertise related to the custom-built Spectrum Display System, including proprietary control logic, cabling architecture, and integration protocols. No other vendors were identified with access to or understanding of these proprietary elements, which are essential for successful relocation and infrastructure buildout.
• System Integrity & Warranty Preservation: Engaging a third-party vendor would risk voiding existing warranties, disrupting system integrity, and compromising overall performance.
Continued engagement with the original developer ensures compatibility, reliability, and

• Cost Efficiency: Re-engaging Fuzzbuzz avoids duplicative engineering, re-design, and testing costs that would be incurred by onboarding a new vendor unfamiliar with the system. This approach preserves both technical continuity and fiscal responsibility.
Based on these findings, Fuzzbuzz is the only known source capable of performing the required work without jeopardizing system functionality, contractual protections, or cost efficiency.
This action is limited to Fuzzbuzz Technologies, Inc. due to the unique nature of the system and the need for continuity. Future requirements not involving proprietary integration will be competed to the maximum extent practicable.
