About this file
This is a solicitation for a FIFRA Good Laboratory Practices (GLP) preliminary analysis study for sodium nitrite, issued by USDA-APHIS-WS. The contract requires a laboratory to conduct a comprehensive product chemistry registration study on sodium nitrite, specifically characterizing the active ingredient, its major impurity (sodium nitrate), and loss on drying across five independent manufacturing batches. The study must comply with EPA's study guideline OPPTS 830.1700 and FIFRA Good Laboratory Practices standards.
The solicitation is a firm fixed-price purchase order with specific requirements including: producing GLP-compliant Certificates of Analysis for sodium nitrite and sodium nitrate reference standards, validating analytical chemistry methods to measure sodium nitrite (≥97% w/w) and sodium nitrate (≤3% w/w), and preparing a final report meeting FIFRA GLP requirements and EPA's data submission format. The final report is due by February 28, 2026, and will be electronically submitted to the government's technical representative. The solicitation is set aside for small businesses, with a total small business size standard of 500 employees, and includes standard federal contracting provisions and representations.

STATEMENT OF WORK
TITLE OF CONTRACT
FIFRA GLP preliminary (5-batch) analysis study for sodium nitrite
BACKGROUND
USDA-APHIS-WS requires a set of product chemistry registration studies (following EPA’s study guideline OPPTS 830.1700 [1]) to be completed on a manufacturing source of an active ingredient (sodium nitrite) in accordance with Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) Good Laboratory Practices (GLPs) [2]. This study must characterize the active ingredient sodium nitrite, the major impurity sodium nitrate, and loss on drying in each of the 5 batches.
As part of this contract, we will need the contract laboratory to produce GLP-compliant Certificates of Analysis (CoA) for the two reference standards, sodium nitrite and sodium nitrate, that will be used in the subsequent preliminary (5-batch) analysis study.
The analytical chemistry methods used to measure the concentration of the active ingredient sodium nitrite ( 97% w/w) and the primary impurity sodium nitrate ( 3% w/w) in five independent manufacturing batches of the technical grade sodium nitrite must also be validated in accordance with the FIFRA GLPs.
The resulting final report for the preliminary analysis (5-batch) study must also meet the FIFRA GLP requirements and EPA's data submission format requirements (EPA PRN 2011-3: Standard Format for Data Submitted Under FIFRA and Certain Provisions of FFDCA [3]) in order to support a future pesticide registration application to the Environmental Protection Agency (EPA).

TYPE OF CONTRACT
Firm fixed-price Purchase Order
REQUIREMENTS
The requirements include:
1) The Government will provide the five sodium nitrite batch samples and the analytical chemistry methods for sodium nitrite, sodium nitrate, and loss on drying to the vendor once the contract has been awarded.
2) The vendor will then complete the following:
a. Draft a study protocol, which will be approved by the study sponsor's representative
(USDA Technical Contact) prior to initiation of any laboratory testing of the five batches of the test substance. Any amendments to the study protocol will also be approved by the sponsor's representative prior to implementation.
b. Purchase and characterize the two technical reference standards (sodium nitrite and sodium nitrate). These reference standards must be characterized using GLP-validated chemistry analytical methods. This item may be conducted under the same protocol as the preliminary (5-batch) study, or under separate GLP protocols and final reports.
c. Characterize the concentration of the active ingredient sodium nitrite, sodium nitrate, and loss on drying in the five independent manufacturing batches of technical sodium nitrite in accordance with EPA OPPTS 830.1700 and the EPA FIFRA GLPs. These five batches must be characterized using GLP-validated chemistry analytical methods.
d. Draft a GLP final study report for the preliminary (5-batch) study and obtain approval of the final report from the sponsor’s representative. Once approved, provide a final report that meets the FIFRA GLP requirements and EPA's data submission format requirements in EPA PRN 2011-3.
e. Disposal of the test substance and samples.
Other Requirements -
1) All aspects of the study and study records will be completed in compliance with EPA OPPTS
830.1700 guideline except when agreed upon in writing ahead of time by the sponsor’s representative.
a) Written approval of the sponsor’s representative may be obtained via e-mail, or signed study protocol or protocol amendment, as appropriate.
2) All aspects of the study will be completed in compliance with EPA FIFRA GLP standards.
3) If, during the EPA science review after submittal, EPA determines the study does not fulfill the data requirement because of the test facility’s errors or omissions in the final report, or failure to adhere to the EPA OPPTS 830.1700 study guideline and/or GLP standards during the study phase in ways not previously agreed upon by the sponsor’s representative, the vendor shall repeat the study at the vendor’s cost or refund the amount of the contract. If EPA does not find the study acceptable to fulfill the core data requirement for reasons unrelated to the test facility’s compliance with EPA guidance of regulations, the vendor is not responsible for failure to meet the terms of the contract.
4) The final reports will be formatted to conform to EPA’s PRN 2011-3.
a) Any deviations from the EPA study guidelines must be well documented with sound justification in the final report.
Delivery:
Deliver the preliminary analysis final report by February 28, 2026. The final report and test results will be emailed or otherwise electronically provided to the Government’s Technical Representative.
