SECTION 1: BACKGROUND

1.1 Consultant Services

The City is seeking proposals to hire Consultants of Record (COR) to provide professional and technical services on a continuing basis in support of the preparation and update of a long-range, comprehensive park system improvement plan. Services will be provided under renewable annual contracts with up to a maximum of four (4) additional one (1) year renewal periods. Under these contracts, work will be assigned on a project-by-project basis.

This process will provide the City with another mechanism to procure professional services. Additionally, these services may be used to provide technical expertise not possessed by City staff as needed for various park planning assignments. It is also anticipated that other City departments may use these contracts on a limited, as-needed basis, subject to approval by the Contract Administrator. While the contracts may be available for such limited additional assignments, the primary and intended purpose of this solicitation is to establish Consultants of Record to support a multi-year effort to update the Salem Comprehensive Park System Master Plan (CPSMP).

1.2 Our Salem and the Parks for All of Us Initiative

To update the CPSMP, the City of Salem is initiating Parks for All of Us as a planned expansion and continuation of the work completed under Our Salem, the City’s

Comprehensive Plan update adopted in 2022. The Parks for All of Us name is intended to provide a clear and memorable identity for the initiative—similar to Our Salem and Salem in Motion, the City’s current initiative to update the Salem Transportation System Plan— while signaling the City’s continued commitment to equity, accessibility, and inclusivity in long-range planning. The initiative is expected to build on best practices from comparable efforts in other jurisdictions and reflects nationally recognized approaches to equitable and inclusive park system planning.

Through Our Salem, the City adopted new Comprehensive Plan goals for Parks and

Recreation that emphasize equitable access, need-based investment, and the recognition of parks as essential public infrastructure. These goals explicitly rely on the CPSMP as the primary implementation document, which is the impetus for undertaking the Parks for All of Us initiative.

Our Salem also defined what equity means in Salem, especially within the context of long-range park system planning:

Page 5 Request for Proposal

Equity means all residents have the opportunity to participate and thrive in an inclusive society. This requires rectifying unequal access to resources and opportunities caused by historic and current systems of oppression and exclusion related to race, income, ability, gender, sexual identity, and other factors. An equitable community overcomes disparities by providing increased levels of support to community members based on their needs. In Salem, it is a priority to advance equity in decision-making processes and the outcomes of those processes, including policies, investments, practices, and procedures.

The adopted Parks and Recreation goals in the Salem Comprehensive Plan include:

• Providing a comprehensive and connected network of parks and recreational facilities accessible to all ages, incomes, cultures, and abilities;

• Ensuring recreational programs serve the full diversity of Salem’s community;

• Applying need-based equity considerations when allocating funding for park development and renovation;

• Developing parks as safe, welcoming public spaces that celebrate cultural heritage, reflect neighborhood identity, and support community gathering;

• Recognizing parks as multipurpose infrastructure essential to community health, resilience, and quality of life; and

• Expanding safe, convenient, and interconnected access to recreational opportunities.

In addition, City staff anticipate proposing a new Parks-related policy for inclusion in the

Comprehensive Plan later this year in conjunction with the City’s adoption of Walkable

Mixed-Use Areas (WaMUAs)—also referred to as Climate-Friendly Areas (CFAs)—as required under the Oregon Land Conservation and Development Commission’s Climate-

Friendly and Equitable Communities (CFEC) rules, adopted in July 2022. The proposed policy would state: “Prioritize locating new parks, open space, plazas, and similar public amenities to serve Walkable Mixed-Use Areas (WaMUAs) with insufficient parks, open space, plazas, or similar public amenities.”

This policy is intentionally high-level and directional in nature. The Parks for All of Us initiative is intended to serve as the primary implementation vehicle for this proposed policy and the adopted Comprehensive Plan goals by establishing the detailed, actionable strategies, supporting policies and standards, and prioritized investments and implementation actions needed to carry the policy forward. In this way, the Comprehensive

Plan goals and proposed policy statement set the overarching direction, while Parks for All of Us provides the operational and technical framework necessary to translate that direction into equitable, on-the-ground outcomes for Salem’s park system.

1.3 Qualification Based Selection (QBS)

The City, via this competitive RFP process, intends to select up to five (5) Proposers to be named as the Consultants of Record (COR). The City, in its sole discretion, may select more or fewer Proposers based on the number of Proposals submitted and the results of the evaluations. If the estimated fee of an individual project assignment is under $250,000, the project assignment may be by direct appointment to one of the qualified COR. The City, in its sole discretion, shall directly appoint the COR that is the most qualified and the best

Page 6 Request for Proposal fit for the individual project assignment. If the estimated fee of an individual project assignment is between $250,000 and $500,000, the project assignment shall be made using an informal RFP process where an informal RFP shall be issued to at least three (3) qualified COR established by this RFP. However, if less than three (3) qualified COR are established by this RFP process, the informal RFP shall be issued to all COR.

If the estimated fee of an individual project assignment exceeds those listed in the table below for each category, the project assignment shall be done using another formal RFP process outside of this COR process, including advertisement of the RFP.

1.4 No Guarantee

There will be no guarantee as to the amount of work or size of any project assignment, if any, that a COR may be given under these contracts.

1.5 Project Dollar Limits

The annual contract maximum and individual project maximum dollar limits are shown in the table in Subsection 1.7

1.6 Rate

The negotiated contracts will include set hourly rate schedules for the term of the contract set by each firm following successful consultant selection.

Each project assignment will consist of a specific scope of services as described in subsection 2.2. However, services shall include but not be limited to, the general scope as shown in subsection 2.5.

If a sub-consultant is necessary to perform any of these services, then the sub-consultant qualifications shall be made a part of the proposal submitted with each individual project assignment.

Additionally, if a multi-discipline COR firm has other capabilities, these services may be utilized depending on the scope of each project assignment.

The evaluation criteria to be used for this RFP are summarized below:

A selection committee, comprised of the City staff, will be used for the purposes of evaluating all responsive proposals received by the closing date and time. The City reserves the right to conduct interviews or ask follow-up questions if, based on the City’s sole determination, they are necessary. If interviews/follow-up questions are conducted, the

Proposers selected will be notified by the City Project Manager and the following shall apply:

• The number of Proposers selected for interviews/follow-up questions is at the sole discretion of the selection committee.

• A minimum of three evaluators shall score the interviews/follow-up questions.

• Interview/follow-up question scores (up to a maximum of 20 points) will be combined with the other criteria scores to arrive at a total score. The total score will be ranked to determine the apparent successful Proposer(s).

• Interviews normally require physical attendance at City offices; however, the City may elect to conduct interviews via teleconference or video conferencing. Further details will be included with notification of time and date of interviews, if conducted.

Each of the criteria listed in Subsection 4.2, Evaluation Criteria will be evaluated by the selection committee for the purpose of ranking proposals, based on how fully each Proposal meets the requirements of the RFP.

Neither Salem, nor its agents, shall be responsible for any costs incurred by any Proposer as a result of preparing a proposal or presentation in response to this RFP.

4.2 Evaluation Criteria

The City will evaluate all proposals received using the following criteria:

4.2.1 Cover Letter (Pass/Fail)

The cover letter will be scored on a pass / fail basis. If a cover letter is included, the score will be a pass. If none is included, then the score will be a fail, and the proposal will not be considered for award.

4.2.2 Qualifications and Experience of Firm. 25 points out of 100 points may be awarded for Qualifications and Experience of Firm.

The selection committee will consider the professional qualifications and capacity of the firm to provide services in support of the preparation and update of a long-range, comprehensive park system improvement plan and other related parks planning works. The firms with the best qualifications and experience that directly relate to the work required herein will obtain higher points than other firms.

Page 12 Request for Proposal

4.2.3 Qualifications and Experience of Key Team Members. 15 points out of 100 points may be awarded for Qualifications and Experience of Key Team

Members being proposed to perform work on this Agreement.

Individual team member qualifications including educational degrees and special training, licensing, and/or certifications will be part of the evaluation. Individual team members, to be assigned to a project, will also be evaluated based on their position in the firm and level of responsibility, i.e.: Principle, Senior Associate, etc.

The firms whose key team members have the best qualifications and experience that directly relate to the work required herein will obtain higher points than other firms.

4.2.4 Work Product. 25 points out of 100 points may be awarded for Work Product.

The Work Product item will be evaluated based on the Proposer’s ideas on how to approach a specific project assignment and anticipated deliverables related thereto.

Proposers are encouraged to describe their approach to delivering high-quality work products, including internal quality control procedures and the preparation of clear, effective deliverables (e.g., reports, figures, GIS products, dashboards, outreach materials). Proposers should also describe their ability to quickly and accurately define project scope; identify key assumptions, constraints, and risks;

and propose alternative, innovative, and cost-effective approaches to delivering the requested services.

Proposers may, at their discretion, describe methodologies for approaching a hypothetical project assignment and/or draw from relevant past park planning or related projects to illustrate their approach and anticipated deliverables. Proposals will be evaluated based on the clarity, completeness, and practicality of the proposed process and the level of detail provided regarding anticipated work products.

4.2.5 Resource Allocation and Support from the City Staff. 15 points out of 100 points may be awarded for the firm’s available resource allocations and level of support required of the City staff.

The City will evaluate proposals based on two factors: (1) the proposer’s capacity to manage workload efficiently and scale internal resources to meet project schedule requirements, and (2) the anticipated level of reliance on City staff to complete assignments. Proposers demonstrating a clear ability to allocate and scale staffing resources efficiently to meet project schedules will receive higher scores.

Additionally, Proposers anticipating minimal City staff involvement for routine coordination, approvals, or information requests will receive higher scores, while

Proposers requiring greater City staff support will receive lower scores.

4.2.6 References. 20 points out of 100 points may be awarded for References.

Proposer must list three to five references from other cities, counties, or state agencies, preferably in Oregon. The selection committee shall recommend awarding a contract to the proposer(s) having the best overall qualifications to provide the services as set forth in this RFP.

4.3.2 Fee Negotiations for Project Assignments

After the firm selection process is complete, fee negotiations for hourly rates will take place with each qualified firm. Rate increases must be requested by consultant firms each year in order to receive an increase for that year. The maximum increase will be based on the CPI for that year.
