BACKGROUND

The State of Michigan seeks to improve customer experience by implementing a Michigan.gov wide chatbot that will provide users with a quick and easy way to ask a question and be directed to the correct information very quickly. The Michigan.gov environment currently consists of over 111 individual websites on a single platform (Sitecore), containing over 150,000 individual pages of content and over 180,000 documents. Today, Michigan’s residents and visitors must be able to determine which site contains the information they are seeking and then navigate that site’s structure to find the content they need.

PROJECT OBJECTIVE

The objective of the Michigan.gov project is to leverage Michigan.gov content to implement a seamless and unified chatbot across all Michigan.gov websites. The chatbot technology must be able to be applied to all State websites with minimal customization of the web content management system (Sitecore), require minimal curation to produce accurate results to end user queries, must be multi-lingual and ADA complaint (WCAG

2.1AA).

Description of Change

1. Due to the modification in overall contract schedule, the Michigan.gov use case was executed first. The HCD work provided by McKinsey was refocused on Mi.gov with the intention to leverage the work for the MiLogin use case. Phases 1-3 of the work were completed however Phase 4 for Scale and Support has been determined to be unnecessary.

IT CHANGE NOTICE

Version 2 (3/2021) 2

The work that was originally described under phase 4 of the contract as stated below has been determined to no longer be needed.

In this phase, the combined Contractor and McKinsey teams will develop high-fidelity prototypes that encapsulate the full user experience across Michigan.gov sites, focusing on an efficient, easy-to-use chatbot experience for employees, individuals, and third parties. Additionally, we will create a playbook to repeat the entirety of our human centered approach for future use cases.

The focus of this effort will move to leveraging additional Blue Vector resources in supporting agencies in reviewing and evaluating their existing content and preparing it for inclusion in the chatbot program.

2. The named project manager for this project is updated to Linda Dahl. The named Contractor Technical Lead for this project is updated to Jackson Wittenberg.
