Brief description of services to be provided: DTMB, on behalf of MSP, is adding additional Everbridge Mass Notification capacity, which includes an organization for MSP, with Public Communication Essentials (IPAWS), Additional Contact and Professional Services for deployment.

BACKGROUND:

The Michigan State Police (MSP) uses mass notification services to support a wide range of operational and emergency communication needs across the state. MSP relies on the platform for internal messaging related to staffing, scheduling, and daily operational updates, as well as for activating and coordinating personnel during emergency operations. In addition to internal use, MSP issues statewide alerts using the federal Integrated Public Alert and Warning (IPAWS) system and also can issue IPAWS alerts on behalf of local jursidictions. In addition, MSP provides access to the system for local alerting authorities who use it to issue public safety alerts. Other jurisdictions across Michigan also use similar tools independently for their own operational and public facing alerting. Expanding MSP’s capabilities within the DTMB-managed environment ensures consistent, reliable support for both internal communications and statewide emergency alerting workflows.

PROJECT OBJECTIVE:

The purpose of this “Change Notice 2” is to add a Statement of Work to Contract #250000000156 (“the Contract”) executed by and between the State of Michigan (“State”) and Everbridge (“Contractor”). This Statement of Work is to add organizations for the Michigan State Police (MSP) to the State’s Everbridge Mass Notification platform to enable internal alerting, enable the State Emergency Operations Center (SEOC) and MSP Operations to issue IPAWS alerts, and enabling local jurisdictions without a dedicated system to utilize Public Communications Essentials (IPAWS-only) to support geographically targeted emergency alerts through FEMA IPAWS channels.

SCOPE OF WORK:

Contractor will provide the following:

• 30 Everbridge Additional Organizations to support MSP

• 1,000 Everbridge Mass Notification Additional Contacts for MSP employee alerting

Version 2021-1 2 of 5

• Ongoing IPAWS Public Communications Essentials

• Supported professional services for deployment, configuration, training, and go-live

• Annual messaging credits (500,000)

TASKS:

Technical support is required to assist with the following tasks:

1. Provide account maintenance and setup support for Everbridge Public Communications Essentials MSP Ops and Emergency Management and Homeland Security Division (EMHSD) users.

2. Provide account setup support for Everbridge Public Communications Essentials local jurisdiction users

3. Provide user account setup support for the SEOC and MSP posts for Everbridge internal alerting.

4. Adequate training for all end-users to competently use the software.

DELIVERABLES:

Deliverables will not be considered complete until the Agency Project Manager has formally accepted them. Deliverables for this project include:

1. Fully operational access to Everbridge software for MSP Operations and MSP/EMHSD with full capability to issue statewide or targeted IPAWS alerts (Complete)

2. Fully operational access to Everbridge software for the SEOC to issue internal notifications to include data fully migrated from previous platform, must be in place by 4/1/2026.

3. Fully operational access to Everbridge software for MSP posts to issue internal notifications to include the ability to manage internal contacts and data fully migrated from previous platform.
