The project involves installing three ADA van parking spaces with connecting sidewalks within the courthouse's alley and courtyard, which includes removing and reinstalling existing road surface bricks, replacing approximately 100 linear feet of park retaining wall, and excavating approximately 192 cubic yards of park area south of the alley. The work must be completed by 3:30 PM on October 31, 2025, with bids to be accepted until 10:00 a.m. on May 14, 2025, and bid awards to be presented at the Board of County Commissioners meeting on May 20, 2025.

The project requires specific material specifications, including Class B concrete with 4,500 psi compressive strength, fiber reinforcement, and a colored stucco finish for retaining walls to match existing structures. Bidders must provide unit prices for various components such as demolition, concrete work, reinforcing steel, and miscellaneous items. The county will retain 5% of the bid price until final payment and impose a $300 per day late completion penalty. Bidders must submit proof of commercial general liability insurance with a combined limit of $600,000 per occurrence and $1,000,000 aggregate, as well as worker's compensation insurance. 1.2 Scope

Las Animas County (County) is seeking sealed bids from qualified contractors/bidders to install three

ADA van parking spaces with connecting sidewalks within the County Courthouse’s ‘alley’ and

‘courtyard’. This project will require the removal of existing road surface bricks that will be reinstalled against the newly constructed spaces and sidewalks. It also includes the removed and replacement (matching existing wall that includes ‘dome’ and taper) of approximately 100 lineal feet of park retaining wall and approximately 192 cubic yards of the ‘park’ south of the alley in which two of the three spaces will be constructed along with the new wall. The new wall will act as a ‘park’ retaining wall and be constructed/placed in a location south of the newly constructed ADA ‘park’ parking spaces. The sidewalks will connect the new spaces to existing Courthouse sidewalks.

The new concrete shall be placed in forms and poured monolithically. Slip form placement will not be allowed. The finished appearance of the new wall shall be as similar in appearance as possible to the old wall including the “dome” top/upper portion and slanted edges.

Each bid must reflect full compliance with the project specifications as issued. No substitutions, deviations, or alternative materials/methods shall be considered as part of the base bid.

Value Engineering Proposals (Optional):

Bidders may submit value engineering suggestions for cost savings, efficiency improvements, or alternative methods/materials as a separate addendum to the base bid. These proposals must:

• Clearly identify the proposed change or alternative.

• Include a detailed description, technical justification, and cost impact.

• Be clearly labeled as "Value Engineering Proposal" and submitted alongside as an adden-dum to the compliant base bid.
