About this file

The City of Salem, Massachusetts has issued a Request for Proposals (RFP No. 25-47-HR) for a comprehensive compensation study for its American Federation of State, County and Municipal Employees (AFSCME) Local 1818 bargaining unit. The study will cover approximately 64 positions across 20 job grades, with the goal of establishing competitive compensation across all bargaining unit positions. The project requires a consultant to review existing job descriptions, conduct a salary survey of comparable Massachusetts municipalities (Andover, Beverly, Brockton, Brookline, Chelsea, Danvers, Everett, Lynn, Melrose, and Peabody), and develop recommendations for a new classification system and compensation plan. Proposals are due on April 15, 2025, at 11:00 am, and the project must be completed by June 2, 2025.

The compensation study will analyze internal equity and external competitiveness, with a focus on current challenges in recruiting and retaining employees. The consultant will be expected to provide an electronic report including an introduction, methodology, survey results, and a final recommended compensation schedule. The City and Union will form a joint market study committee, with each party assigning up to four members to work with the selected vendor. The study must ensure compliance with federal and state laws, including the Massachusetts Pay Equity Act (MEPA) and the Fair Labor Standards Act (FLSA). While specific budget details are not explicitly stated, the RFP indicates that the project will involve a comprehensive review of the current compensation structure and development of a new compensation plan with projected cost estimates.
