RFTA Solicitation 25-089- Asphalt Sweeping and Striping Page 4 of 39

Part I Project Background

The Roaring Fork Transportation Authority (“RFTA”) is soliciting proposals from qualified contractors to provide asphalt sweeping, striping, and related maintenance services at RFTA-owned and operated properties. The intent of this contract is to maintain clean, safe, and well-marked surfaces that support daily transit operations and enhance public access. Services will include, but are not limited to, seasonal sweeping to remove accumulated debris, restriping, crack sealing, pothole patching, seal coating, parking bumper replacement, and other routine asphalt and concrete maintenance.

The work will encompass eight (8) RFTA bus maintenance and parking facilities, thirteen (13) park-and-ride lots, ten (10) Bus Rapid Transit (BRT) pull-out lanes, twenty-seven (27) non-BRT pull-out lanes, and three (3) housing complexes. Contractors must incorporate a maintenance factor into their approach, recognizing that the work involves both scheduled sweeping and striping, as well as responsive repairs and upkeep to address conditions caused by weather, traffic, and seasonal demands.

Part II Scope of Services

Task 1 RFTA intends to sweep each property with vacuuming equipment to remove the accumulated winter’s trash, sand and other debris. Other methods and equipment such as hand brooms and leaf blowers may be necessary to remove debris from areas difficult to reach with the sweeper.

The work generally will occur in the spring, April or May, when the properties have the least activity. If the project manager determines there is a need, the service may be repeated in the fall.

Contractors will submit a lump sum for each property that includes required mobilization, traffic control, labor, equipment, consumables, and, if required, disposal of debris, and restripe the property as directed in the Request for Proposal Solicitation, Exhibit A, Column B, highlighted in blue. The parking bumpers will be replaced as directed by the project manager on a unit cost basis.

Task 2 Task 2 establishes a unit cost for repair and maintenance activities that may be necessary and includes crack sealing, restriping, parking bumper replacement, pothole patching, seal coating, removal and replacement of asphalt, and other work commonly associated with the repairs and maintenance of asphalt and concrete drive lanes.

RFTA Solicitation 25-089- Asphalt Sweeping and Striping Page 5 of 39

General Conditions The selected contractor will be responsible for construction sequencing and all traffic control associated with the work. In order to minimize the impact of this work on RFTA operations and the public, the work will need to be performed as early in the spring shoulder season as possible.

The RFTA project manager and project superintendent will meet on a daily basis to agree on the quantities necessary to complete the work and those quantities will become the basis for payment.

Work includes sweeping bus pullouts within CDOT right of way on Highway 82. It is the contractor’s responsibility to understand and follow all rules, regulations and safety procedures associated with work in CDOT’s right of way.

When working at The Aspen Maintenance Facility (AMF) or the Glenwood Maintenance Facility (GMF) it is critical that the work does not disrupt bus operations. The contractor must be prepared to provide the traffic control and flagging personnel necessary to ensure the work is performed in a safe and efficient manner with as little interruption to bus operations as possible.

Work may be performed at night and on weekends if it is advantageous and does not violate any local jurisdictions work restrictions. RFTA will assist the contractor in notifying the public and staff of upcoming work, the opening and closures of park and rides, parking lots, and where buses are relocated at each location.

RFTA will rely on the contractor’s expertise on how to most effectively schedule and sequence the work. The contractor will provide a schedule for the project manager before any work begins.

The contractor will provide the equipment necessary to block off sections of park and rides and facilities to efficiently sequence the work with as little disruption to RFTA operations as possible. It may not be possible to close some areas for the maintenance work. In that case, the work will have to be performed in phases.

Work can begin in April or May 2026, as weather permits, at RFTA facilities, park and rides and bus pullouts and be completed by as early in the spring as possible.
