RFQ 246-19-Q-0081 MOD 02:
Concho Raw Waterline Phase 2 Project
Questions & Answers
Ql: What are the plans for the timing of making the connections?
Al: Everything is to remain in service until the connections are ready to be made. The selected contractor will coordinate with the water treatment plant operator on the timing of the connections as to not interrupt service. It is anticipated that the water plant can be offline during normal working hours if connection work is properly coordinated.
Q2: Will mega lugs be needed on the fittings?
A2: Yes. This is in addition to thrust blocks.
Q3: The bid form seemed confusing with Bid Bond and TERO included in the construction line items. Could this be pulled out of the construction line items and included after the construction subtotal?
A3: IHS modified the Quote Sheet to separate the bond & TERO lines from the Construction lines. IHS updated the TERO
% to 2%. IHS also removed the 3% Bond (which was an average bond rate) and stated that the Contractors will need to obtain bond pricing from their bond companies).
Q4: Will the Tribes or IHS provide their tax exempt forms to the selected bidders to use when ordering materials?
A4: IHS will provide a tax exempt certificate upon request to support the fact that tax will not be included on the monthly pay apps (invoices). IHS does not provide a tax exempt form or tax exempt letter for the
Contractors/Subcontractors to use when buying materials in support of this project. IHS' tax exemption does not flow down to Contractors/Subcontractors.
QS: Would deviation from the drawings be allowed in order to put the telephone wires straight through the well house wall?
AS: Bids should be based on the drawings provided in the original solicitation. No deviations from those drawings will be discussed before award.
Q6: Is a construction staking survey required?
A6: A construction staking survey is not required. The awarded contractor will work directly with the IHS project engineer if alignment questions arise.
Q7: What is the estimated linear feet of the 6 pair phone wire and PVC required for the two well houses?
A7: 100 LF.
Q8: In the Water Trench Section it references initial backfill shall be local material it is Class Ill material construction in accordance with ASTM D2487. Can we use the excavated material removed from the trench section?
AS: Excavated material removed directly from the trench may be used for initial backfill as long as it meets the standards of Class Ill material in accordance with ASTM D2487. For bid purposes, assume that the excavated material will be suitable for backfill.
Q9: What are the requirements for testing the lines? What is the operating pressure that we are testing to?
A9: Specification 301-05: Test the installed pipe for leakage in accordance with AWWA standard specifications. Leakage must not exceed 10 gal/inch diameter per mile of pipe per 24 hours at 150 psi testing pressure.
QlO: What process inspections/tests are required to be performed during the construction process?
Al0: The IHS representative will provide daily visual inspection of the pipe installation method, backfill and compaction methods and safety practices to ensure accordance with specifications and drawings. The only test required from the contractor on the project is pressure testing of the installed pipeline. As the Project nears completion IHS will perform a project walk-thru and provide a punch list of required items to be completed by the Contractor. Upon Contractor completion of the punch list items IHS will proceed with the Final Inspection & Acceptance process.
