About this file
This document is a justification for other than full and open competition (JOFOC) for a wayfinding navigation application enhancement and operations and maintenance services contract award. The National Institutes of Health Clinical Center requires follow-on digital wayfinding services from HID Global Corporation to control traffic flow and provide directions to patients and visitors navigating the hospital campus, which comprises over 3.5 million square feet across three buildings. HID Global has unique manually designed floorplan maps of the Clinical Center facilities that are integrated into its proprietary wayfinding mobile application and website. The multi-year contract award would provide ongoing support and maintenance for Bluetooth beacons throughout the hospital to enable real-time indoor location services a key strategy for understanding and improving patient and visitor experience.

The National Institutes of Health, Clinical Center has a follow-on requirement for digital wayfinding services for hospital patients and visitors to navigate to their destination.
The Wayfinding application controls the flow of traffic to designated areas of the hospital, provides directions for the general hospital population to get to the right place without inadvertently coming into contact with potentially infectious patients. This service helps health systems understand and improve the flow of patients and visitors as well as the patient safety and experience at the hospital. Enabling real-time indoor location and navigation is also a key strategy for the hospital as it thinks holistically about the needs of the organization, which includes patients, visitors, staff, as well as digital and physical assets.
HID Global has unique floorplan maps of the NIH Clinical Center that were manually designed and created. No other Wayfinding vendor has these assets. The Wayfinding maps only work with the HID mobile device application and website. A website supplementing the Wayfinding application is a key support feature, ensuring that users (patients and visitors) without a phone or mobile device can find routes to their medical care teams and print or save maps of the hospital for future use.
