Brief description of services to be provided: Professional services to 1) implement a new Wholesale Marihuana Tax, and 2) implement the Marijuana Retail Excise Tax, converting from the existing Michigan Integrated Tax Administration System (MiITAS) into the existing GenTax platform.

The total value of the changes in this Statement of Work is $2,250,000. No funds are required to be added to the Contract.

BACKGROUND

This is a Change Notice to Contract #240000001157 (“the Contract”) between the State of Michigan (“State”) and FAST Enterprises, LLC (“FAST” or “Contractor”) for services described herein and is governed by the terms and conditions of the Contract, dated September 9, 2024, (the “Agreement”) and all subsequent Change Notices and Amendments thereto that precede this Change Notice.

PROJECT OBJECTIVE

Contractor will plan, analyze, build, unit test, and support all phases of testing included in the FAST methodology as defined in the Master Agreement Section 24. Project Management - Implementation Methodology and Approach and provide support during the production deployment for Wholesale Marihuana Tax (WMT) and Marijuana Retail Excise Tax (MRE). WMT and MRE together are a new tax to be included in the Contract. WMT. WMT will not require data conversion. The MRE Tax implementation will include conversion of tax data from existing State solutions into GenTax.

As part of the ongoing strategic effort to centralize tax processes, the State is collaborating with FAST on Rollout 2 of the GenTax solution. As part of this Rollout, the solution will integrate the Business Tax Bureau for the purposes of tax processing of the WMT and MRE into FAST GenTax, replacing SAP ECC for Marijuana Retail Excise Tax. This transaction aligns with the State’s systems with a broader enterprise approach to tax administration, compliance, and collections, streamlining the end-to-end user experience.

Version 2021-1 2 of 19

SCOPE OF WORK

The Contractor will handle the design, development, and unit test the WMT and MRE Rollout and will support integration testing and testing as specified in the Master Agreement Section 24. Project Management - Implementation Methodology and Approach.

b. Interim Solution will not support credit card payments nor cash payments; only online ACH payments.

c. Contractor will ensure paper checks can be processed in MIMITS using the existing paper check processing capabilities.
