About this file

This is a Proposal Summary and Instructions attachment for an E-Rate Category Two RFP Lite solicitation issued by the North Carolina Department of Public Instruction to establish contracts with qualified vendors for eligible broadband internal connections equipment, installation, maintenance, and managed services for North Carolina Public School Units and libraries. The solicitation is organized into four segments: Segment A covers Eligible Broadband Internal Connections including access points, antennas, cabling, caching, firewall services, switches, uninterruptible power supply systems, wireless controller systems, and supporting software; Segment B addresses Eligible Managed Internal Broadband Services including third-party operation and management of broadband connections with options for vendor-owned or PSU/library-owned equipment; Segment C covers Basic Maintenance of Eligible Broadband Internal Connections including repair, upkeep, wire and cable maintenance, configuration changes, technical support, and software upgrades; and Segment D addresses Structured Cabling with indoor and outdoor cabling components and installation labor. Vendors must indicate which segments they are bidding on and provide detailed pricing and service offerings for each applicable segment.

Vendors responding to this solicitation must provide minimum percentage discounts off manufacturer's suggested retail price for each product category, with detailed service descriptions including units of measure and not-to-exceed costs. For Segment D, vendors must provide comprehensive pricing grouped by category type including product costs and labor rates, and must indicate their ability to service the entire state of North Carolina or specify any geographical limitations. Vendors shall specify equipment ownership options and service level agreements in their responses. The contract is funded through receipts and is designated as a convenience contract for the PSUs, with awarded contracts intended to support PSU- and library-led mini-bid procurements in accordance with Federal Communications Commission E-Rate program requirements and regulations.
